Summary of the contracting process

The Police and Crime Commissioner for South Wales is overseeing the Procurement of Driver Offender Re-training scheme Courses, categorised under services related to rehabilitation (CPV code: 75231200) and specialist training services (CPV code: 80510000). Conducted as a direct award, this procurement addresses statutory requirements for driver retraining across Welsh police force areas, including South Wales, Gwent, and North Wales. The procurement stage is marked as "Award" as of 20th February 2026, with the contract initiation scheduled for 1st March 2026 and extending through to 31st August 2027. This initiative ensures continuity in crucial driver education services, with courses available at multiple locations throughout South Wales.

TTC 2000 LIMITED, a large-scale supplier, is the appointed provider for these courses, offering significant opportunities for collaborations with educational and training service providers. The focus is on delivering National Driver Offender Retraining Scheme (NDORS) courses, thus enabling businesses specialising in driver education and road safety to tap into this lucrative sector. The interim extension allows the forces to explore future delivery models, presenting growth potential for enterprises in driving rehabilitation and training across a broad geographic region encompassing key areas in Wales. Suitable contenders include organisations adept in delivering comprehensive driver training and rehabilitation programmes, especially those savvy in mobilising remote or multi-location education systems.

Procurement Information

Three of the four Welsh police forces-South Wales, North Wales, and Gwent-currently outsource the delivery of National Driver Offender Retraining Scheme (NDORS) courses to an external provider, TTC, which was appointed following an open procurement exercise completed in 2020. The forces are jointly developing an options appraisal to consider the future delivery model for NDORS provision in Wales. An interim extension to the existing contractual arrangements is required to enable completion of this review and to allow sufficient time for the conduct of a full, open tender process for any future service provision. There is a statutory requirement for members of the public to be able to book and attend NDORS courses. The proposed extension will therefore ensure continuity of service and ongoing availability for course participants throughout the review period, mitigating the risk of service disruption and maintaining compliance with statutory obligations.
