Summary of the contracting process

The London Borough of Harrow is preparing a substantial tender for services related to fencing, maintenance, security, and associated groundworks within its jurisdiction, which encompasses parks, open spaces, cemeteries, allotments, car parks, corporate buildings, and highway boundaries. This procurement process is in the planning stage with a focus on market engagement to ensure the tender exercise aligns optimally with current industry capabilities and requirements. A market engagement event is scheduled for 13 June 2026, with a deadline for participation set on 17 June 2026. The procurement will be conducted through an open procedure and aims to appoint suppliers through a framework agreement for services valued at up to £9.6 million. This process offers a progressive approach to involvement, with feedback from businesses intended to shape the final tender specifications.

This procurement opportunity presents significant potential for business growth, particularly for small and medium-sized enterprises (SMEs) equipped to provide services like new fencing installations, reactive security welding repairs, and various maintenance projects. Companies that can react swiftly and have resources readily available in the Harrow area will find this tender particularly fitting. The contract spans over several years, allowing ample time for businesses to build long-term relationships and enhance their service delivery capabilities. The extensive range of work required, combined with the seasonal variability in demand, means diverse expertise in landscaping and security provision will be invaluable. By participating in the market engagement event, businesses can gain insights into local government tendering processes and potentially lower entry barriers into this lucrative sector.

Notice Title

Fencing, Maintenance, Security and Groundworks

Notice Description

Provision of fencing installations, maintenance, security works, welding/fabrication and associated groundworks across the London Borough of Harrow's estate (parks, open spaces, cemeteries, allotments, car parks, corporate buildings and highway boundaries). Harrow has 22 wards and approx. 261,000 residents according to 2021 census information. We are responsible for maintaining around 160-200 parks buildings (including outbuildings), 57 parks and open spaces, around 20 nature reserves, around 10 cemeteries, 34 allotment sites and 1615 roads covering 457 km of highways within the Borough boundaries. There is an ongoing requirement to support the Environmental service areas within the Culture, Environment and Economy Directorate. The types of work undertaken are varied and include all types of new fencing installation, reactive security welding repairs and maintenance, telescopic bollard installations, removal of playground equipment, and groundworks. Services are predominantly performed at Council owned Parks and Open Spaces, Car Parks and boundaries adjacent to Highways. Work volume is variable with seasonal peaks and troughs in demand or triggered by specific projects and initiatives the Council are working on. The appointed supplier/s would have the ability to react quickly in certain circumstances to secure sites that have been targeted by vandals or thieves or that may pose an urgent health and safety risk. As such this aspect of the service would suit locally based suppliers with readily available resource in the area. We are currently considering how to approach the market to ensure we can deliver the services to offer the best possible outcomes for our residents. To assist us with developing a market compatible tender we would welcome your feedback through market engagement participation.

Planning Information

The Council is planning to hold a Market Engagement Event over Microsoft Teams on 13/04/2026 at a time to be confirmed, this will be subject to interest. The objective of the event is to get a better understanding of the following: • Gather market intelligence on the type, location and capabilities of companies in the market • Seek feedback from companies to inform development of a tender exercise that will be well received by the marketplace maximising participation (service specification, pricing, lotting strategy) • Answer questions interested companies may have regarding the required work and the tender process • Provide practical advice to interested companies on local government tendering to support submission of tender • Breakdown barriers to entry for locally based SME companies If you would like to participate and submit an expression of interest or have any questions, please email David Hayes, Procurement Business Partner david.hayes@harrow.gov.uk After the event the Council will publish a questionnaire with a view to gaining further feedback to inform the tender exercise.
