Fencing, Gates, Security Assets & Ancillary Groundworks_Open Framework
Notice Description
Provision of fencing installations, maintenance, security works, welding /fabricating and associated groundworks across the London Borough of Harrows estate (parks, open spaces, cemeteries, allotments, car parks and highway boundaries. * Approximately 83 parks and open spaces covering over 1,100 hectares * 33 allotment sites comprising approximately 1,020 plots * 7 cemeteries and burial grounds Across these locations, there are numerous fencing and access control assets of varying types, age, and condition, including timber fencing systems, metal railings, mesh fencing, security fencing, and associated gate installations. The Council requires a flexible and responsive service capable of maintaining, repairing, replacing, and installing fencing and associated infrastructure across this varied asset base. The Supplier shall: * provide all labour, supervision, materials, and equipment * undertake surveys, quotations, and technical submissions * deliver works in compliance with all applicable legislation * complete works and provide all required documentation All works shall be instructed via call-off orders unless classified as Emergency Works.

Fencing and Gates
* Timber, steel and security fencing systems, including supply, installation, repair, and replacement of all standard and specialist fencing types * Railings and fabricated metalwork, including bespoke fabrication, restoration, and repair of existing assets * Pedestrian and vehicle gates, including installation, adjustment, repair, and replacement of manual and automated systems * Barriers, bollards and access control measures, including installation and maintenance of systems designed to restrict or control access * Locking systems and anti-vandal features, including supply, installation, and repair of security-enhancing components * On-site welding and fabrication repairs, ensuring structural integrity and safe restoration of damaged assets * Height Barriers: lift and rehang, straighten, realign, repair / replace A maximum of 4 providers can be awarded on to this Lot
Renewal: The Council is looking for potential suppliers to be awarded a contract for a maximum period of 8 years: The first Framework (Period 1) for a term of 3 years starting from 02/11/2026 to 01/11/2029 and a second Framework (Period 2) for a term of 3 years from 02/11/2029 to 01/11/2032 with an option to extend by 2 years from 02/11/2032 to 01/11/2034 (Period 3). When re-opening at the end of the first Framework Period 1 and the second Framework Period 2, existing Framework providers may either: (a) resubmit the tender submission that formed the basis of their original appointment to the Framework; OR (b) submit a revised or new tender submission for evaluation. All tender submissions received from existing Framework suppliers and any new suppliers seeking admission on to the Framework will be evaluated in accordance with the award criteria set out by the Council at the time. Following evaluation, suppliers will be ranked in accordance with their evaluated scores and appointment to the Framework will be based on that ranking and any other requirements specified in the procurement documents. Existing appointment to the Framework does not guarantee reappointment, and all tender submissions will be assessed on an equal and non-discriminatory basis.
Reactive and Emergency WorksThe Supplier shall provide a responsive service for reactive and emergency works, including: * Fault diagnosis and repair, including identification of root causes and implementation of corrective actions * Make-safe / secure actions, to mitigate risks to public safety and security, and property * Installation of temporary measures (e.g. fencing, barriers, boarding) where permanent repair cannot be immediately completed * The Supplier shall leave all sites safe and secure following attendance. * Identification of follow-on works required and recommendation of permanent solutions A maximum of 4 providers can be awarded on to this Lot

Planning Information
The Council is planning to hold a Market Engagement Event over Microsoft Teams on 13/04/2026 at a time to be confirmed, this will be subject to interest. The objective of the event is to get a better understanding of the following: • Gather market intelligence on the type, location and capabilities of companies in the market • Seek feedback from companies to inform development of a tender exercise that will be well received by the marketplace maximising participation (service specification, pricing, lotting strategy) • Answer questions interested companies may have regarding the required work and the tender process • Provide practical advice to interested companies on local government tendering to support submission of tender • Breakdown barriers to entry for locally based SME companies If you would like to participate and submit an expression of interest or have any questions, please email David Hayes, Procurement Business Partner david.hayes@harrow.gov.uk After the event the Council will publish a questionnaire with a view to gaining further feedback to inform the tender exercise.
