Summary of the contracting process

The procurement process for the "SERPENS Project Interim Integration to FC BISA (II2F) additional de-risking and D&M" is managed by Defence Equipment and Support, a central government public authority located in Bristol, United Kingdom. This procurement falls under the Defence and Security industry category and involves a direct award contract to CGI UK IT Limited for a term from 15th June 2026 to 15th June 2028, with an estimated total value of £5.8 million, inclusive of VAT. The procurement has reached the award stage, and the contract will facilitate the Finalisation of Assessment Phase de-risking activities related to the Interim Integration to FC BISA System (II2F), critical for the next generation of Weapons Locating Capability.

This procurement presents significant opportunities for businesses involved in hardware and software integration consultancy services, particularly within the tactical command, control, and communication systems sectors. While the direct award method suggests that there is no competitive procurement process due to the unique technical capabilities required, companies with relevant expertise and similar proprietary technologies may find inspiration for future tender applications or collaborations. SMEs and VCSEs with innovation in middleware solutions can look to enhance their offerings to potentially engage in related sectors, positioning themselves advantageously in highly specialised defence and security market segments.

Notice Title

62335417 - SERPENS Project Interim Integration to FC BISA (II2F) additional de-risking and D&M

Notice Description

Defence Equipment and Support (DE&S), part of the UK Ministry of Defence, intends to award a contract to CGI UK IT Limited (CGI) for services relating to the testing and development of Interim Integration to Fire Control Battlefield Information System Application (FC BISA) System (II2F). II2f is a "middleware" solution that will communicate with SERPENS programme sensors and automatically 'translate' the sensor data into data readable by FC BISA. SERPENS programme will deliver the next generation of Weapons Locating Capability. The contract will be for a term of two years and has an estimated total value of PS5.8 million (inclusive of VAT).

Procurement Information

It is considered that this contract can be awarded under Section 41 of the Procurement Act 2023 because the direct award justification specified in paragraph 6 of Schedule 5 applies (single supplier - technical reasons). This is because CGI is the Original Equipment Manufacturer (OEM) of FC BISA and has proprietary rights over the software that has been identified as the preferred solution. This software is critical to the communication functionality of SERPENS sensors. As owners of the software solution and OEMs of FC BISA, CGI have the unique technical knowledge, skills and access to software code necessary to meet the requirements. There is no other supplier who can develop this software without restarting the project. There is no reasonable alternative.
