        "procurementMethodRationale": "It is considered that this contract can be awarded under Section 41 of the Procurement Act 2023 because the direct award justification specified in paragraph 6 of Schedule 5 applies (single supplier - technical reasons). This is because CGI is the Original Equipment Manufacturer (OEM) of FC BISA and has proprietary rights over the software that has been identified as the preferred solution. This software is critical to the communication functionality of SERPENS sensors. As owners of the software solution and OEMs of FC BISA, CGI have the unique technical knowledge, skills and access to software code necessary to meet the requirements. There is no other supplier who can develop this software without restarting the project. There is no reasonable alternative.",
