Summary of the contracting process

Digital Health & Care Wales (DHCW) commissioned a Cloud Transition Training Programme to support its multi-year move of national digital services from legacy, on-premises infrastructure to secure cloud platforms. The work covers designing and delivering training pathways that take NHS Wales staff from foundational to expert-level skills in their specialisms, alongside organisational capability support so staff can adopt cloud services and new ways of working. The programme is intended to support better reliability, security and performance across national digital services. This is a training and education services requirement, with associated IT consultancy and support. Delivery is across Wales.

The procurement is complete and the contract has been awarded to USW Commercial Services Ltd. The open procedure attracted seven bids, with six reaching the final stage; all six final-stage bidders were SMEs. The award was made on 18 August 2026 for £499,600 excluding VAT (£599,520 including VAT). The signed contract runs from 7 September 2026 to 31 March 2028, with an option to extend by up to two years in annual increments, subject to funding and approval; the maximum period ends 31 March 2030. Optional requirements are valued at £10,000. The single lot was evaluated on quality (60%), social value (10%) and commercial factors (30%). Bids were assessed against economic and technical selection criteria, with details set out in the procurement documents.

Notice Description

Digital Health and Care Wales ("DHCW") has had a requirement for a Cloud Transition Training Programme. The Cloud Transition Programme ("CTP") is a major, multi-year transformation initiative to migrate National digital services from legacy on-premise infrastructure into secure, modern cloud platforms, improving reliability, security and performance across NHS Wales. The Programme is also driving organisational change by equipping staff with the skills, tools and ways of working needed to adopt cloud services effectively. To support CTP and the organisational change, the Cloud Transition Training Programme will ensure training pathways are designed and implemented to enable learners to progress from foundational to expert-level proficiency within their relevant specialisms.

Renewal: Extension will be exercised in twelve (12) month increments. The Authority is under no obligation to utilise the extension options.

Planning Information

In line with the Procurement Act 2023; DHCW Commercial Services wish to hold a pre-market engagement event prior to launching a procurement exercise for the commissioning of a Cloud Transition Training Programme. As such, discussions will be held with potential Suppliers prior to starting the tender exercise. The purpose being to both inform potential Suppliers and to allow DHCW to seek advice in the planning and enrolling of the procurement exercise. DHCW Commercial Services team will be holding an online pre-market engagement event via Microsoft Teams 20th March 2026 at 1300hrs. Attendees will be provided with an insight into the requirement and given the opportunity to ask questions in an open forum. Potential Suppliers should note, that this engagement event, may not lead to a formal procurement and/or award of any framework/contracts. Further, that any information provided by potential Suppliers during this event, may be used by DHCW to help scope any proposed procurement. Any queries raised, and relevant responses, by potential bidders at the Awareness Session over Teams 20th March, will be collated and distributed to all participants within one week of the event. Accordingly, potential bidders are advised not to share any confidential information and/or information they would not wish to be shared more widely. DHCW accepts no liability for any costs incurred by Suppliers as a result of attending the engagement virtual event.
