Summary of the contracting process

York and North Yorkshire Combined Authority sought a fully managed mobile policing solution delivered as Software as a Service for North Yorkshire Police. The service was intended to provide secure, efficient and reliable mobile access to core policing functions, supporting modern policing practices and compliance with relevant standards and regulatory requirements. The requirement covers industry-specific software, application service provision, software development and support services. Delivery is for North Yorkshire, with the policing organisation as the service user. The authority intended to appoint a single provider and did not divide the requirement into lots, reflecting the integrated nature of the solution and services required. This is an information technology and managed software services opportunity rather than a standalone hardware supply contract.

The procurement reached tender: suppliers were invited to submit offers through a three-stage Competitive Flexible Procedure under the Procurement Act 2023. Stage 1 covered conditions of participation and the Invitation to Tender, Stage 2 required a supplier demonstration, and Stage 3 comprised dialogue questions and a Best and Final Offer. The tender deadline was 9 April 2026 at 11:00 am, with enquiries due by 30 March 2026 at 11:00 am. The estimated value was £3,750,000 excluding VAT (£4,500,000 including VAT). The intended contract period was 4 January 2027 to 3 January 2032, with two optional 12-month extensions available to 3 January 2034. The procurement was terminated on 20 August 2026 because no compliant bids were received at the final tender stage; no contract was entered into. Stage 1 and final-stage scoring allocated 30% to price, 60% to quality and 10% to social value, with mandatory requirements tested pass/fail at demonstration.

This requirement suited established suppliers of secure mobile policing or similarly sensitive public-sector software, able to provide a fully managed SaaS service rather than only a software licence or implementation project. Strong candidates would need to demonstrate reliable mobile access to core operational functions, secure service delivery, ongoing support and the ability to meet relevant standards and regulatory requirements. The multi-stage process required evidence of conditions of participation, a live or structured demonstration showing that mandatory requirements were met, and participation in dialogue before submitting a Best and Final Offer. Suppliers also needed the capability to address quality and social value requirements alongside price. The single-provider model favoured businesses able to deliver and support the complete integrated solution, either directly or through an established delivery model.
