Summary of the contracting process

London Borough of Hillingdon procured a lift servicing, maintenance and repair service for its housing and other property assets. The requirement covers stairlifts, home lifts—including through-floor, vertical and wheelchair lifts—and hoists. The provider is responsible for planned servicing, compliance inspections, reactive repairs, replacement works and small works projects within an approved value. The service supports around 450 assets across general needs housing, sheltered housing, supported housing, corporate sites and, where required, private dwellings. The work is delivered for Hillingdon, including its housing stock and associated sites. This is a public-sector lift-maintenance services contract, also covering lifting and handling equipment and stairlifts. The buying organisation is London Borough of Hillingdon, based in Uxbridge.

The procurement is complete and awarded following an open procedure. It comprised one lot, suitable for SMEs, evaluated on an equal 50% cost and 50% quality basis. Eight bids were received, including seven at the final stage and six from SMEs. CARETECH UK LIMITED was awarded the contract on 25 June 2026 for £749,000 excluding VAT (£898,800 including VAT). The contract was signed on 19 August 2026 and runs from 1 September 2026 to 31 August 2029, with options to extend by two years plus two years, to a maximum end date of 31 August 2033. The contract is active. Performance targets include 90% first-time fixes, 100% on-time servicing and compliance inspections, and 100% attendance within response times.

This award demonstrates recurring demand from Hillingdon for a specialist provider able to manage a mixed portfolio of domestic and commercial lifting equipment at meaningful operational scale. Credible competitors would need practical expertise across stairlifts, through-floor, vertical and wheelchair lifts, hoists, and the associated parts and equipment. They would also need to deliver both scheduled servicing and compliance inspections and responsive repair, replacement and small-works capability. The buyer’s performance expectations favour suppliers with robust scheduling, field-service coordination, diagnostic and repair capacity, and the ability to meet response commitments consistently. Experience working across general needs, sheltered and supported housing, corporate sites and private dwellings would be relevant, alongside demonstrable compliance with applicable industry, manufacturer and safety standards. The procurement also shows that SMEs can compete for this type of requirement.
