Utility Regulator - Provision of Gas, Electricity and Water Engineering Support
Notice Description
Utility Regulator is seeking to appoint Suppliers (over 3 separate lots) for the provision of specialist technical engineering advice and regulatory consultancy advice in respect of the following areas: * Lot 1: Specialist Technical Advice and Regulatory Consultancy - Gas Sector. The Utility Regulator may require gas support in the following areas: Gas industry price controls; * Development of the gas transmission network; * Development of the gas distribution network; and * Development of high-pressure gas storage. * Evolving issues in the gas networks during energy transition development * Lot 2: Specialist Technical Advice and Regulatory Consultancy - Electricity Sector. The Utility Regulator may require specialist technical advice on the electricity sector including, but not limited to: Electricity industry transmission and distribution price controls; The development of energy storage including battery storage Electricity generation; Electricity transmission; and Electricity distribution. * Lot 3: Specialist Technical Advice and Regulatory Consultancy - Water Sector. The Utility Regulator may require specialist technical advice on the water sector including, but not limited to: Water industry price controls; Water resource management; Water treatment; Water distribution; Sewerage systems; and Wastewater treatment Suppliers must have in-depth knowledge and experience in any of the lots that they wish to tender for.
Lot Information
Specialist Technical Advice and Regulatory Consultancy - Gas Sector
Includes the economic regulation of the gas transmission, distribution, and supply in Northern Ireland. This includes the work of the Gas Market Operator for Northern Ireland, four transmission network operators (owned by two parent companies) and three gas distribution network operators. Consideration is currently being given to the development of gas storage. The Utility Regulator requires specialist technical advice as described above across areas of all the main components of the gas sector including, but not limited to: * Gas industry price controls; * Development of the gas transmission network; * Development of the gas distribution network; and * Development of high-pressure gas storage. * Evolving issues in the gas networks during energy transition development This will include technical advice and specific engineering skills in specialist areas such as (but not limited to): * modelling and assessment of gas networks; * pathway and framework development for energy transition across the gas networks * whole system approach across all energy networks, inclusive of modelling, pathways, framework development and review; * design, construction, and operation of gas storage; * construction and maintenance of gas infrastructures including sub-sea interconnectors, resilience infrastructure, distribution and transmission assets, emerging technologies and innovation * the design, assessment, validation and costing of network extensions; * technical feasibility of major projects to the transmission and distribution networks (inclusive of reverse compression, biomethane and hydrogen; and * energy transition of the gas network including the production and use of bio-methane and hydrogen. Assessment and validation of infrastructure integrity, cybersecurity measures, and physical security protocols requirements across the gas networks
Renewal: This contract is for 3 years and one further optional extension of 36 months
Specialist Technical Advice and Regulatory Consultancy - Electricity SectorIncludes the economic regulation of electricity generation, transmission, distribution and supply in Northern Ireland. Part of UR's functions in respect of generation and the balancing and capacity markets for electricity are discharged through the all-island Single Electricity Market (SEM) Committee. The Utility Regulator may require specialist technical advice as described above across areas of all the main components of the electricity sector including, but not limited to: * Electricity industry transmission and distribution price controls; * The development of energy storage including battery storage * Electricity generation (including distributed generation); * Electricity transmission; and * Electricity distribution. This will include technical advice and specific engineering skills in specialist areas including (but not limited to): * the efficient design and costs of electricity networks including major transmission extensions; * load flow studies including long term growth projections; * short circuit/fault level studies; * development of health and criticality indices within an overall asset management strategy; * the integration of low carbon technology; * the integration of renewable generation and demand management including the technology necessary to manage frequency within acceptable levels as renewable generation increases; and * development of network monitoring and control to assist the development of distribution system operators and allow the active management of demand and consumer choice in demand management and local generation.

Specialist Technical Advice and Regulatory Consultancy - Water SectorIncludes the economic regulation of the sole water and sewerage service provider in Northern Ireland, NI Water. The Utility Regulator requires specialist technical across areas including all the main components of the water sector including, but not limited to: * Water industry price controls; * Water resource management; * Water treatment; * Water distribution; * Sewerage systems; and * Wastewater treatment. This will include technical advice and engineering skills in specialist areas such as (but not limited to): * sustainable catchment management; * water resource planning and drought plans; * leakage management; * asset management techniques such as deterioration modelling and reliability centred maintenance planning; * water treatment design; * water network modelling and network management and pressure control; * integrated urban drainage modelling and design; * wastewater treatment design and flow load estimating; * determination of environmental quality discharge standards; * sludge strategy planning and sludge disposal design; and * assessment of the design and costs of projects proposed by NI Water as linked to change control and/or PC21 scope uncertainty submissions.

This value reflects the potential scale of the contract and takes into account potential optional extension periods and the uptake of potential optional services as detailed in the tender documents. This figure does not however take into account the application of indexation or increases to charges due to increases in the Real Living Wage. Neither CPD nor the contracting Authority can provide any guarantee as to the level of business under this contract. The Contracting Authority does not bind itself to accept the lowest or any tender. Suppliers remain responsible for all costs and expenses incurred by them or by any third party acting under instructions from the Supplier in connection with taking part in this procurement process regardless of whether such costs arise as a consequence, directly or indirectly of any amendments made to the procurement documents by the Contracting Authority at any time. No legally binding contract shall arise (and a Supplier shall. have no legitimate expectation that a contract will be entered into) until such time as entry into the Contract has been confirmed by the Contracting Authority."
