Engineering Vehicles (EV) - Heavy Overhaul of London Underground Switch Tilter (LUST) Wagons
Notice Description
Transport for London (TfL), on behalf of its subsidiary London Underground Limited (LUL), is undertaking early market engagement for the heavy overhaul of the London Underground Switch Tilter (LUST) wagons and associated lifting accessories. The LUST fleet forms part of the Modular Points and Crossings (MPaC) system and consists of 8 LUST wagons, 6 lifting beams, and 64 pairs of cross & connecting beams. These assets support the transportation and installation of pre-fabricated Points & Crossings panels across London Underground and Network Rail infrastructure. TfL seeks to engage with the supply market to understand capability, capacity, and viable delivery approaches for a comprehensive heavy overhaul programme, including (but not limited to): * Full overhaul of all mechanical, structural, hydraulic, pneumatic, electrical, and safety-critical systems. * Overhaul of all associated lifting beams, panel grabs, tandem lift beams and cross/connecting beams. * Completion of functional, static and annual maintenance tests as defined within the LUST Maintenance Manual. * LOLER inspection, NDT, structural repairs, repainting, and component replacement as required. * Production of full overhaul records, assurance certificates, and traceability documentation. This engagement aims to gather supplier feedback on methods, timescales, delivery sequencing, challenges, and risks, to shape the forthcoming procurement strategy.
Planning Information
Transport for London (TfL) will engage directly with interested suppliers through structured one‑to‑one virtual discussions. These sessions will explore supplier capability, delivery approaches, technical considerations, risks, and programme feasibility relating to the heavy overhaul of the LUST wagons and associated lifting accessories. Depending on the quality and detail of responses received, TfL may extend the engagement period to include follow‑up meetings or technical clarification sessions where beneficial. Suppliers wishing to participate in this market engagement should contact: Sam Ward - Procurement Manager Email: samward1@tfl.gov.uk Participation is open to organisations with the capability and competence to undertake heavy overhaul of specialist rail vehicles and lifting equipment. Suppliers must be fully registered and verified on the Railway Industry Supplier Qualification Scheme (RISQS) to participate in this market engagement. This requirement ensures that suppliers meet the necessary railway safety, quality, and compliance standards expected within London Underground and Network Rail operational environments. https://www.risqs.org/ TfL particularly welcomes interest from: • Heavy maintenance providers with experience in complex rolling stock or on‑track plant • Organisations with capability in lifting equipment overhaul, LOLER inspection, and hydraulic/pneumatic systems • Suppliers active in UK rail supply chains and already established within RISQS Suppliers will be required to complete and return the Market Sounding Questionnaire (MSQ) before any engagement call is arranged. The MSQ will provide the written evidence needed to demonstrate supplier capability, compliance with London Underground standards, and understanding of the overhaul scope set out within the Specification.
