Summary of the contracting process

Defence Equipment and Support, on behalf of the Ministry of Defence, is buying replacement firefighting helmets with integrated communications for use aboard Royal Navy vessels. The requirement is for a commercially available, off-the-shelf helmet and communications system, including a bone-conducting microphone, speakers and a wired push-to-talk unit. The system must work with in-service Motorola R7Ex radios, which the Authority will source separately, and integrate with existing firefighting protective equipment and ancillary equipment, including breathing apparatus, hoods and protective clothing. The replacement is intended to support firefighting, search and rescue, incident command and training. The contract also covers packaging and delivery of the complete system, plus technical, maintenance, cleaning, repair, product-life and NATO codification information. Delivery is in the United Kingdom.

The buyer invited offers through an open procedure for a single contract. The tender’s estimated value is £533,333 excluding VAT (£600,000 including VAT). Suppliers could submit questions until 22 October 2026 at 23:59; tenders were due by 6 November 2026 at 23:59. The expected contract period runs from 30 November 2026 to 16 May 2027, with an extension possible up to 30 November 2035. The buyer intends to award by 29 November 2026. The award basis is the lowest verifiable unit price, provided the tender meets the qualification, commercial and technical requirements. Electronic submission through the Defence Sourcing Portal is allowed, and tenders must be in English.

This opportunity suits manufacturers and suppliers of firefighting helmets and communications equipment, including small and medium-sized businesses. A competitive solution must integrate reliably with Motorola R7Ex radios and Royal Navy firefighting PPE and ancillary equipment, fit a range of users without impairing other equipment, and allow controls to be operated single-handedly while wearing full protective gear. The helmet and components must meet requirements for physical and thermal protection, visor protection, durability, maintenance and service life, speech transmission in firefighting conditions, and continued product availability. Suppliers need to provide evidence and information covering certification, compatibility, testing, product performance and technical support. Relevant standards and approvals include BS EN 443:2008, BS EN 14458:2018, Marine Equipment Regulations approval and applicable ATEX requirements; components must be intrinsically safe and ATEX-rated. Tenderers must complete the Supplier Assurance Questionnaire and provide a Cyber Improvement Plan where applicable.
