EMPHENT Collaboration Agreement. Project Supporting the Development of Public Health Capabilities in Eastern Mediterranean. The contract establishes a continued partnership between the UK Health Security Agency's International Health Regulations Strengthening Project (IHR SP) and Global Health Development/Eastern Mediterranean Public Health Network (GHD/EMPHNET) for the period 2026-2029. The IHR SP, funded by the Department of Health and Social Care (DHSC) as an Official Development Assistance (ODA) programme, works to strengthen International Health Regulations (IHR, 2005) compliance across countries in Africa, Asia, the Indo-Pacific, and the Middle East. The Agreement secures a critical, proven partnership for delivering the IHR SP's expanded three-year workplan, ensuring programme resilience, operational efficiency, and sustained public health impact across the region.

Procurement Information

Direct award where there is an absence of competition for technical reasons (e.g., only one supplier has the necessary technical know-how), and again no reasonable alternatives. In accordance with the Procurement Act 2023, a direct award to EMPHNET is legally permissible under Section 41 and Schedule 5. A market scanning exercise conducted by the UKHSA Market Scanning Team in February 2025 confirmed that no other suppliers are capable of delivering the required public health professional and logistical services in the Eastern Mediterranean region. EMPHNET was identified as the sole provider with the necessary regional presence, expertise, and operational capacity to meet UKHSA's requirements.
