Procurement Information

In accordance with the Procurement Act 2023, a direct award to EMPHNET is legally permissible under Section 41 and Schedule 5. A market scanning exercise conducted by the UKHSA Market Scanning Team in February 2025 confirmed that no other suppliers are capable of delivering the required public health professional and logistical services in the Eastern Mediterranean region. EMPHNET was identified as the sole provider with the necessary regional presence, expertise, and operational capacity to meet UKHSA's requirements.
