Summary of the contracting process

The District Council of Tandridge is procuring domestic and district gas servicing, maintenance, repair and installation services for its housing stock and related assets. The work covers annual landlord gas safety inspections and certification, planned preventative maintenance, responsive repairs, breakdowns and emergency call-outs, and installation or replacement of boilers, heating systems and associated components. It also includes communal and district heating plant, carbon monoxide detectors, flues, ventilation and other safety-critical equipment. The supplier is expected to manage compliance data and reporting, integrate with the Council’s asset management and compliance systems, support resident access and vulnerable residents, and contribute to decarbonisation and future low-carbon heating requirements. Delivery is for the Council’s housing assets in the Tandridge area.

The procurement has been awarded following a single-stage open procedure. Paynes Heating and Plumbing Services Ltd was selected for the sole lot, subject to the standstill period ending on 15 September 2026; the award was dated 4 September 2026. The awarded value is £10,436,730 gross. The award contract period is 1 November 2026 to 31 October 2029, with two optional one-year extensions available, potentially lasting until 31 October 2031. Fourteen bids were received and one reached the final stage. Evaluation weighted technical quality at 60%, commercial price at 30% and social value at 10%. The award remained pending at publication, with contract signature scheduled by 30 September 2026. Payment terms are 30 days from receipt of an undisputed invoice.

This procurement indicates substantial recurring demand from Tandridge Council for a full housing-gas compliance and maintenance service rather than isolated repair work. A credible future competitor would need the operational capacity to deliver annual inspections, planned and responsive maintenance, emergency call-outs, heating installations and communal or district plant servicing across a housing portfolio. Gas Safe registration, demonstrable workforce competence, ongoing training and strong statutory compliance controls are central requirements. Suppliers would also need reliable quality assurance, right-first-time performance, resident engagement and access arrangements, including support for vulnerable residents. Useful capability includes compliance data management, certification, asset-system integration and readiness for heat pumps, hybrid systems and other lower-carbon technologies. Evidence of apprenticeships, local employment and wider social value would strengthen a competing offer.
