Summary of the contracting process

Leicestershire County Council, trading as ESPO, is in the planning stage of a procurement process aimed at establishing a national framework for parking management solutions. This initiative, titled "509_27 Parking Management Solutions," addresses industry categories such as car park control equipment and parking services. The procurement process encompasses various regions within the United Kingdom, and potential suppliers are engaged through a Request for Information (RFI) hosted on the EastMidsTenders eProcurement Portal. The buyer's contact point is the Place and Environment Procurement Team at ESPO. Interested suppliers are encouraged to express interest by 11 May 2026, with additional activities scheduled through to the end of June 2026.

This procurement provides an excellent opportunity for businesses involved in car park control, parking meters, and management services to establish or strengthen their presence in the market through participation in a national framework. With a gross total contract value of £75,000,000 and suitability for SMEs, the opportunity is well-suited for companies looking to expand their services across the UK. The framework agreement process caters to comprehensive supply, delivery, installation, and maintenance requirements, offering growth potential for businesses with innovating parking solutions. Businesses capable of contributing to social value, carbon reduction plans, and demonstrating market readiness are particularly advantageous. This procurement is in the planning stage, with the tender documentation yet to be released, opening doors for further business development preparation.
