Summary of the contracting process

Transport for London intends to appoint one supplier to design and deliver customer-experience enhancements at the London Cable Car, focused mainly on the South Terminal at Greenwich Peninsula. The planned package combines concept and detailed design with modular or prefabricated structures, exhibition and interpretation features, lighting, signage, branding and wayfinding, digital content and audiovisual solutions, plus the associated construction and installation work. The aim is to improve the attraction for visitors while retaining its transport function. This is a combined design, engineering and construction project, rather than a supply-only requirement. The work is in London; the procurement is classified as works, with related services including architecture and engineering.

The process is at planning: Transport for London has announced its intention to procure, but has not yet invited tenders. It expects a competitive flexible procedure with an initial supplier questionnaire stage and a later tender stage for shortlisted firms, and anticipates using an NEC3 Engineering and Construction Short Contract with TfL amendments. TfL expects to publish the next procurement notice by 13 November 2026. The planned contract period runs from 30 July 2027 to 30 March 2029, with an anticipated award decision by 21 July 2027 and tender submissions scheduled to close on 10 March 2027. The procurement is presented as a single lot, with no estimated value stated. TfL may change the scope, route or timetable.

The project is likely to suit a supplier able to bring design and delivery together, coordinating customer-facing environments with construction and installation. Relevant capabilities include architectural and engineering design, modular or prefabricated building solutions, exhibition and interpretation design, lighting, signage and wayfinding, branding, and digital and audiovisual content. A supplier will need to manage implementation at a visitor attraction that also continues to operate as part of the transport network. TfL identifies small and medium-sized businesses as suitable for the work. It is currently gathering market feedback on supplier capability, delivery approaches, risks and opportunities through a voluntary questionnaire; this engagement is separate from the later formal procurement. Interested businesses can prepare for a multi-stage competition and electronic sourcing through TfL's SAP Ariba portal. No specific accreditation or prior-experience threshold is stated.

Planning Information

TfL are undertaking early market engagement to gather feedback that will inform the development of the procurement strategy for the proposed London Cable Car Customer Enhancements project. The scope of this engagement includes exploring market capability, preferred delivery approaches and any associated risks or opportunities through a Market Sounding Questionnaire (MSQ). The MSQ is available upon request. Interested parties are invited to complete the questionnaire; to request a copy, please email hannahhinchliffe@tfl.gov.uk. Completed responses must be submitted by 16:00 on Wednesday 8 April. At this stage, no in‑person or virtual events are planned. However, TfL may choose to hold follow‑up discussions with selected suppliers after reviewing the questionnaire responses. Participation in this engagement is voluntary and does not form part of any formal procurement process.
