Notice Description
The Property Works Dynamic Market will be a solution for the procurement of property maintenance and improvement. From initial assessment and compliance through to the installation of modern, sustainable infrastructure, each lot will address a specific facet of asset management.
Lot Information
Stock Condition Surveys
These services involve the physical inspection of property assets to assess the condition of various building components, including the fabric, mechanical and electrical systems, and internal fixtures. The primary objective is to determine the remaining useful life of these elements and to develop a long-term capital investment plan. Suppliers in this lot must be capable of identifying defects, estimating repair costs, and evaluating the property against decency standards.
Energy Performance CertificatesThis lot covers the assessment and certification of the energy efficiency of domestic and non-domestic buildings. Beyond the basic production of EPCs, this lot often includes Retrofit Assessments in accordance with PAS 2035, helping landlords identify the most effective measures to improve thermal performance and achieve national net-zero targets. The consultancy aspect involves energy modelling and the development of strategies for decarbonisation.
Fire Risk AssessmentsEssential for health and safety compliance, this lot involves specialist inspections to identify fire hazards and evaluate the adequacy of existing fire precautions. Following the Fire Safety Act 2021 and the Building Safety Act 2022, the scope of these assessments has expanded to include the common parts of buildings and external wall systems. Assessments are categorised by the complexity of the building, with high-rise and high-risk buildings requiring advanced level competence under the BS 8674 framework.
Structural WorksThis lot encompasses major building works, including the construction of extensions, structural repairs to load-bearing walls, and multi-dwelling residential construction. These works are often complex and require coordination with structural engineering consultants and rigorous adherence to building regulations and planning permissions.
External FabricFocused on the external envelope of the building, this lot covers the maintenance, repair, and replacement of roofing systems, roofline components (fascias, soffits, and gutters), and the installation of high-performance windows and doors. These works are critical for preventing water ingress and improving the overall energy efficiency of the building.
Environmental and LandscapingThis lot includes hard and soft landscaping services intended to maintain and improve the external environment. Services range from the installation of paving and asphalt for driveways and car parks to general horticultural works, fencing, and the creation of green communal areas.
Drainage and GroundworksCritical for the health and safety of the site, this lot covers the installation and repair of below-ground drainage systems, including pipes, manholes, and septic tanks. It also includes general groundworks, such as excavations for foundations and the installation of surface water management systems.
External Wall TreatmentsThis lot focuses on the aesthetic and technical performance of the building's exterior walls. Services include the application of external rendering, the repointing of brickwork, and the installation of External Wall Insulation (EWI) systems, which are key to improving the thermal mass of older property stock.
Kitchen and Bathroom InstallationsThis lot covers the comprehensive replacement and refurbishment of kitchens and bathrooms. Services include the fitting of units, worktops, and sanitary ware, alongside the necessary plumbing, tiling, and flooring works associated with these major internal upgrades.
Finishing TradesA multi-disciplinary lot covering the final stages of internal refurbishment, including joinery (skirting boards, architraves), carpentry, plastering, and professional painting and decorating. This lot also includes the installation of various floor coverings, from vinyl and laminate to ceramic tiling.
Void RefurbishmentsA critical lot for social housing providers, void refurbishments involve the comprehensive overhaul of properties between tenancies. The objective is to return the property to a lettable standard as quickly as possible, requiring a multi-trade approach that may include elements from every other internal and MEP lot.
Sanitary ReplacementsDistinct from full bathroom refurbishments, this lot covers the targeted replacement of individual plumbing fixtures, such as toilets, washbasins, and taps. This allows for a more responsive and cost-effective approach to maintenance where the full refurbishment of a room is not yet required.
ElectricalThis lot covers the full scope of electrical engineering and installation works. Services include the installation of consumer units (fuse boards), full and partial rewiring, the fitting of lighting and power sockets, and the testing and inspection of existing installations to ensure compliance with BS 7671.
Heating and VentilationFocused on maintaining high-quality indoor air and thermal conditions, this lot covers the installation and maintenance of gas central heating systems, including boilers, radiators, and controls. It also includes ventilation services, such as the installation of extractor fans and mechanical heat recovery systems to mitigate dampness and mould.

The scope includes the installation of level-access showers (wet rooms), ramps, grab rails, and widening doorways to improve wheelchair access. It also covers the installation, modernisation, and ongoing maintenance of passenger lifts, platform lifts, and stairlifts. Hazardous MaterialsThis lot is dedicated to the identification, management, and safe removal of hazardous substances, with a primary focus on asbestos.
