West Midlands Employers sought a fully managed, white-labelled software-as-a-service recruitment platform for WMJobs.co.uk. The service covers platform provision, implementation, configuration, hosting, support, maintenance and ongoing development. The procurement reached tender: suppliers were invited to submit offers through an open competitive flexible procedure under the Procurement Act 2023, with electronic submission allowed. Enquiries were due by 30 June 2026 at 12:00 and tenders by 17 July 2026 at 12:00. The anticipated contract period was 1 July 2027 to 30 June 2030, with three-year extensions available up to a maximum term of 15 years. The published overall value was £300,000 excluding VAT and £360,000 including VAT; the lot value is also recorded as AED 300,000 excluding VAT and AED 360,000 including VAT. Evaluation comprised pass/fail participation conditions, written quality responses at 30%, price at 40%, and demonstration and interview at 30%. The procurement was terminated and no contract will be awarded: no tender passed the mandatory technical requirements, so re-procurement was considered appropriate.

This opportunity suited a software provider with an established recruitment, jobs-board or public-sector digital platform, able to deliver a fully managed service rather than software alone. Relevant capability included implementing and configuring a white-labelled platform, hosting and supporting it in production, maintaining and enhancing the service, and enabling customer self-service. Suppliers needed to support high-volume vacancy publishing and candidate applications, content and campaign management, analytics and reporting, and reliable integrations with third-party systems. A strong proposition would demonstrate security, accessibility, scalability, data protection and cyber-security capability, together with the capacity to adapt to changing technology, legislation, recruitment practices, user demand and customer needs. Experience supporting many public-sector or not-for-profit organisations and operating a service for a small non-technical client team would be particularly relevant.

WMJobs is a leading public sector recruitment platform serving local authorities, educational establishments, emergency services and other public sector and not-for-profit organisations throughout the United Kingdom. The platform currently supports approximately 3,600 recruiting organisations, facilitates around 21,000 job advertisements annually and attracts in excess of 334,000 unique visitors per month. The successful supplier will be responsible for the provision, implementation, configuration, hosting, support, maintenance and ongoing development of a fully managed white-labelled recruitment platform. The solution must support recruiter self-service functionality, vacancy management, candidate applications, content and campaign management, reporting and analytics, integration with third-party systems and ongoing service enhancement. WME is seeking a long-term strategic partner capable of supporting both the day-to-day operation of the platform and its future development. The solution must be secure, accessible, scalable and capable of being managed by a small, non-technical internal team.
