Neath Port Talbot County Borough Council is seeking a supplier for public-space and civic-building CCTV systems, access controls and physical barriers linked to access logs. The work includes designing, supplying, installing, commissioning and maintaining public-space surveillance cameras, with monitoring through the Council’s existing control room at The Quays in Neath. It also covers planned preventative maintenance and reactive repairs for vehicle gates, barriers and access-control systems across the civic building portfolio, emergency call-outs, new camera installations and works to existing or upgraded CCTV networks. The Council is open to proposals for the transmission system, including alternatives to the current wireless IP network. Delivery is across Neath Port Talbot, including Neath and Port Talbot civic buildings and the Princess Royal Theatre.

The Council invited tenders through an open procedure. The enquiry deadline was 1 October 2026 at 12 noon, and tenders were due by 15 October 2026 at 12 noon. The contract is scheduled to run from 1 April 2027 to 31 March 2032, with an option to extend annually for up to two further years. Its estimated value is £620,830.36 excluding VAT (£744,996.43 including VAT). The single lot is assessed on technical quality (65%), commercial price (25%) and social value (10%). The Council expected to make its award decision by 26 February 2027. Electronic submission is permitted, and submissions may be in English or Welsh.

This requirement suits suppliers able to deliver integrated CCTV and security-system services from design and installation through commissioning, planned maintenance and reactive repair. Relevant experience should span public-space surveillance and civic or commercial premises, including access-control systems, automatic vehicle gates and barriers, and the integration of camera networks with video-management and control-room systems. Suppliers need the capacity to provide emergency attendance, maintain equipment across a building portfolio, and install cameras at additional locations as required. The Council is also seeking informed technical proposals for CCTV transmission, with scope to recommend alternatives to its existing wireless IP arrangement where these offer a cost-effective solution and reduce annual revenue costs. Small and medium-sized businesses are considered suitable to compete.

Notice Description

Neath Port Talbot County Borough Council (the "Council") is inviting tenders from suitably qualified and experienced organisations for a Public Space CCTV Camera System, Civic Accommodation CCTV Camera System, Access Controls and Physical Barriers linked to access logs. The Council has requirements for the planned preventative maintenance (PPM) and reactive repair services for all automatic vehicle gates, vehicle access barriers, and access control systems across the Civic building portfolio. In addition, the Council will require an emergency call out service on a four hour and twenty-four-hour attendance time. The Council also has requirements for the design, supply, installation, commissioning and maintenance of a Public Space Surveillance (PSS) CCTV camera system to be monitored from the existing PSS Control Room at the Neath Port Talbot CBC, The Quays, Brunel Way, Neath SA11 2GG. A Wireless IP transmission network has been installed as part of the solution to migrate from third party analogue fibre optic rental provision in 2022. Tenderers are not bound to design a CCTV transmission system based on wireless in the way it has been currently installed. The Council welcomes other opinions and proposals and is open to these to ensure the ultimate design offered is the most cost- effective and beneficial with an annual reduction in revenue costs for the Council. The council also operates CCTV networks at its main Civic buildings. Neath and Port Talbot are currently stand alone, with The Quays network having recently been integrated to the Genetec VMS. The Princess Royal theatre is currently being refurbished, and it is expected that any CCTV systems will be integrated with the Control room. The Contract will also provide for the installation of cameras at new locations, provision of Works and the maintenance of the existing and upgraded CCTV systems.
