Summary of the contracting process

Scape Procure Limited is establishing a regional construction works and services framework for public-sector clients across four English regions. The scope covers building and civil engineering, site preparation, demolition, earthworks, structural and modular buildings, infrastructure, utilities, water and flood works, building services and completion, repair and maintenance, property development, architecture, engineering, energy efficiency, surveying, testing, project management and facilities management. Lot 1 covers Midlands East, including Lincolnshire, Nottinghamshire, Derbyshire, Leicestershire, Rutland and South Yorkshire. Lot 2 covers Midlands West, including Staffordshire, the West Midlands, Warwickshire, Worcestershire and Shropshire. Lot 3 covers Home Counties East, including Norfolk, Cambridgeshire, Suffolk, Essex and London. Lot 4 covers Home Counties West, including Northamptonshire, Bedfordshire, Hertfordshire, Buckinghamshire, Oxfordshire, Berkshire and London.

The procurement has reached tender: Scape invited offers through an open competitive flexible procedure, using a two-stage process. The first stage is a Procurement Specific Questionnaire incorporating the Common Assessment Standard, supplementary questions and Scape quality questions; the five highest-scoring bidders per lot proceed to the Invitation to Tender. The tender deadline is 11 September 2026 at 14:00, and clarification requests close on 4 September 2026 at 11:00. The framework runs from 2 August 2027 to 1 August 2031. It will appoint three suppliers to each lot, with bidders limited to one lot. Each lot is valued at £300m excluding VAT (£360m including VAT); the framework total is £1.2bn excluding VAT (£1.44bn including VAT). Evaluation is 70% quality and 30% cost.

This opportunity suits established construction, engineering, property and built-environment businesses able to deliver collaboratively for public-sector clients and manage a broad supply chain. Bidders need economic and technical capability, and must complete the Common Assessment Standard-based questionnaire alongside supplementary and Scape-specific quality questions. The annual turnover requirement is £20m per supplier, although this can be met collectively by a consortium, joint venture, associated persons or other bidding vehicle. SMEs may bid directly as sole bidders or participate in consortia and joint ventures, and the framework is designed to support SME engagement through successful bidders’ supply chains. Successful suppliers must meet comprehensive performance indicators, submit performance data, attend regular performance reviews and support continuous improvement and benchmarking.

Scape Procure Limited (trading as SCAPE) is establishing a framework agreement for the provision of construction works and services in the regions of England listed below. To support this, SCAPE undertook market engagement activities prior to submitting a Tender Notice. The SCAPE Regional Construction Works and Services framework includes the following Lots: Lot 1 - Midlands East (Lincolnshire, Nottinghamshire, Derbyshire, Leicestershire, Rutland, South Yorkshire) Lot 2 - Midlands West (Staffordshire, West Midlands, Warwickshire, Worcestershire, Shropshire) Lot 3 - Home Counties East (Norfolk, Cambridgeshire, Suffolk, Essex, London) Lot 4 - Home Counties West (Northamptonshire, Bedfordshire, Hertfordshire, Buckinghamshire, Oxfordshire, Berkshire, London) SCAPE seeks to establish a multi-party framework with three (3) Suppliers per Lot, for a total of twelve (12) Suppliers. The annual turnover requirement for each Supplier (including any other potential bidding vehicle members) is PS20m. SCAPE has designed this framework to facilitate SME engagement via the successful Bidder's supply chain. Bids are also welcomed directly from SMEs acting as sole Bidders, as well as from consortia or joint ventures of which SMEs may form a part. The successful delivery partners will be expected to work collaboratively with public sector clients, in-house and external consultants, contractors and other partner providers. All contract performance will be monitored using a set of comprehensive performance indicators. Services shall be delivered by the successful delivery partners and their supply chain. All services will be performed in accordance with the framework agreement and a delivery agreement executed in accordance with this agreement. During market engagement sessions that were undertaken prior to this notice, information was provided on the upcoming procurement and an opportunity to give feedback on specific points was provided to the organisations who participated. Suppliers participating in the market engagement activities were asked a standard set of questions, all of which have been recorded. SCAPE has taken great care to ensure this process has not given undue advantage as a result of any participation. All feedback has been taken into review as a whole and has been given equal consideration.
