Summary of the contracting process

Hampshire County Council is currently in the planning stage of a public procurement process for cross-pavement channels intended to enhance on-street electric vehicle charging infrastructure. The procurement process is classified under the services category, focusing on the electrical installation work and associated services. The council is conducting a market engagement exercise, which will culminate in the submission deadline of 4th June 2026, to gather insights that will shape future procurement and contracting strategies. This initiative takes place in Winchester, UK, with the Council's contact email being strategic.procurement@hants.gov.uk. Details regarding procurement, including delivery methods and management strategies, are being explored to inform potential tendering efforts, which are expected to commence by 1st April 2027 and conclude by 31st March 2031.

This tender offers a significant growth opportunity for businesses involved in electrical installation, architectural, construction, engineering, and inspection services related to electric vehicles. Suitable for small and medium-sized enterprises (SMEs), the initiative is projected to foster future business growth by enabling firms with innovative technical, design, and operational solutions to address the evolving requirements of public highway infrastructure. The potential for creating robust partnerships with Hampshire County Council exists for businesses that can provide mature market solutions, competitive pricing models, and the capability to address operational and sustainability considerations effectively.

Notice Title

Cross Pavement Channels for On-street Electric Vehicle Charging

Notice Description

Hampshire County Council is considering whether cross-pavement channels could form part of the county's future on-street electric vehicle charging infrastructure. The Authority is intending to reach out to the market via market engagement. This market engagement is exploratory in nature and is intended to inform the potential scope, feasibility and considerations of any future approach to provide cross-pavement cable management solutions. It seeks to develop a high-level understanding of the market and available solutions rather than to assess or select suppliers or products. In particular, Hampshire County Council is seeking information relating to: * The types of cross-pavement cable management solutions currently available and their level of market maturity. * Technical design characteristics, materials and construction methods, and suitability for installation within the public highway. * Safety, accessibility and equality considerations, including impacts on pedestrians and users with disabilities. * Installation requirements, interaction with existing footway construction, and implications for inspection, maintenance and reinstatement. * Operational, asset management and responsibility models, including ownership, liability and ongoing maintenance arrangements. * High-level indicative costs and commercial approaches adopted by other authorities or organisations.
