Summary of the contracting process

Queen’s University Belfast procured the supply, delivery, installation, programming and commissioning of audio-visual equipment for its GIFT City campus in India. The equipment supports teaching, learning and campus operations across teaching spaces, group study rooms, meeting rooms and meeting rooms, as well as digital signage areas. The requirement covers audio-visual equipment and associated installation services, with delivery and activity taking place in India. The buyer is Queen’s University Belfast, a public authority based in Belfast. This is primarily a goods requirement with an integrated installation and commissioning element, so relevant suppliers are those able to provide AV hardware together with the technical delivery, programming and systems integration needed for a university campus environment.

The procurement is complete and has been awarded following an open procedure. Resurgent AV Integrators Pvt Ltd was selected on 24 July 2026, with a gross awarded value of £393,600. The contract was signed on 19 August 2026 and is active from 19 August 2026 to 6 August 2028, with options for additional purchases and extensions of up to 36 months, or until the equipment reaches the end of its useful life; the maximum stated extent is 6 August 2031. The tender closed on 14 July 2026 and the award period ended on 27 July 2026. Evaluation weighted price at 60%, project methodology at 20%, support services at 10%, sustainable procurement at 5% and qualitative requirements at 5%. Two bids were received and one reached the final stage.

This award indicates demand for suppliers that can combine AV equipment supply with installation, programming, commissioning and ongoing support for a university campus. A credible competitor would need the technical capability to design and integrate systems across teaching rooms, group study areas, meeting rooms and digital signage environments, while managing delivery and installation in India. The evaluation also shows that price is important, but methodology, support services, sustainable procurement and wider qualitative requirements together carry substantial weight. Suppliers should therefore be able to demonstrate a clear delivery approach, reliable maintenance and support arrangements, sustainable purchasing practices, and the capacity to provide ancillary goods, consumables and further equipment as campus needs develop.
