Summary of the contracting process

Tayside Contracts is setting up a framework for subcontracted construction works and specialist services to supplement its own delivery capacity and support operational resilience. The nine lots cover road surfacing and patching; road markings, studs and high-friction surfacing; temporary traffic management; landscaping and tree surgery; vehicle restraint systems and barriers; fencing; and civil engineering in three size tiers, from minor reactive works to major infrastructure projects. Work is across Tayside. Examples include road and footway repairs, drainage, traffic controls, planting, safety barriers, boundary fencing, earthworks, retaining walls and utility reinstatement. The framework is intended to provide a flexible route for access to these works and services. Suppliers can apply for up to three lots, subject to additional limits on the civil engineering lots.

Tayside Contracts invited applications through a two-stage restricted procedure. At the first stage, applicants submit a completed Single Procurement Document and must meet minimum selection criteria; shortlisted applicants are then invited to tender with technical and commercial proposals, including pricing, methodology and quality. The published tender sets a submission deadline of 26 November 2026 at 12:00 UTC and an anticipated invitation-to-tender date of 21 December 2026. The framework is valued at £17.2 million. Each lot has a three-year contract period with an optional 12-month renewal. Applicants may bid for and be appointed to no more than three lots; those applying for all three civil engineering tiers may be appointed to no more than two of them. Alternative bids are not permitted. Community benefits are required, drawn from the councils’ wish lists.

This opportunity suits contractors with proven capability in one or more of the specialist work areas, from routine road maintenance and grounds care to traffic management, safety barriers, fencing and civil engineering. The tiered civil engineering lots distinguish smaller reactive jobs from medium-scale works and major construction, enabling firms to target work aligned with their delivery capacity. Suppliers should be able to demonstrate the qualifications and experience needed to pass the first-stage selection and, if shortlisted, prepare detailed pricing, methodology and quality proposals. The framework is designed to give direct access to specialist suppliers, with no subcontracting clause planned. Successful suppliers must provide relevant and proportionate community benefits selected from the requirements of Dundee City Council, Perth and Kinross Council and Angus Council. An appointment is limited to three lots overall, with a tighter cap for suppliers bidding across all three civil engineering tiers.
