Summary of the contracting process

Transport for London (TfL) plans to procure maintenance for its surface road tunnels and associated infrastructure across London. The estate covers 10 road tunnels, with two additional A13 tunnels expected to join from 2030, the 90 km London Road Tunnel Network Traffic Control System and about 107 pumping stations. Work may cover mechanical and electrical equipment, traffic-control and intelligent transport systems, communications networks, and other operational and safety assets. The scope described includes inspections, planned and preventative maintenance, fault and incident response, testing, condition monitoring, asset reporting, cleaning, replacement of components, inventory management, and physical and cyber security. This is a substantial, safety-critical transport infrastructure service supporting the movement of people and goods throughout the capital.

This is at the planning and preliminary market engagement stage; TfL has not issued an invitation to tender or committed to procure or to a particular contract structure. TfL expects to launch a Market Sounding Questionnaire from 12 October 2026, open for at least three weeks, to gather feedback on market interest and industry capability. A further notice is expected on 1 March 2027. The planned contract period runs from 1 April 2029 to 31 March 2037, with a possible extension to 31 March 2041. The estimated value is £180 million excluding VAT (£216 million including VAT). The procurement is planned as a single lot, with a dynamic purchasing system indicated. No evaluation basis or participation criteria have yet been set out.

The work is likely to suit contractors with experience maintaining complex road tunnels and safety-critical transport infrastructure, particularly those able to coordinate mechanical and electrical maintenance with traffic-control technology, communications and pumping systems. Suppliers should consider whether they can cover both planned asset care and rapid reactive response, including inspection, testing, condition monitoring, incident attendance, cleaning, component replacement and performance reporting. TfL also identifies physical and cyber security for operational systems as relevant, so expertise in protecting infrastructure and control systems may be valuable. The scale spans multiple tunnels, a 90 km traffic-control network and around 107 pump stations, with further tunnels expected to join the estate. TfL is seeking early market feedback on interest and current industry capabilities and trends, offering relevant suppliers a chance to inform its thinking before a tender is issued.

Surface Tunnel Maintenance

Notice Description

Transport for London (TfL) is the integrated transport authority for London, responsible for delivering the Mayor's Transport Strategy and managing transport services across the Capital. TfL oversees one of the world's largest integrated urban transport networks, including London's road network and associated infrastructure. This Market Sounding Questionnaire (MSQ) seeks to obtain market feedback in relation to the maintenance of Transport for London's surface road tunnels. Currently, these services are delivered as part of the Tunnels and Pumping Stations Contract, which was established in 2021. This MSQ relates to the proposed opportunity WS2986809626 - Surface Tunnel Maintenance and is being issued in line with TfL's public notice requirements and to support early market engagement. Transport for London is responsible for the operation and maintenance of 10 road tunnels (plus an additional 2 tunnels on the A13 from 2030) and associated infrastructure, this includes Intelligent Transportation Systems (ITS) assets on the 90KM London Road Tunnel Network Traffic Control System (LTRACS) and circa 107 pump stations. The tunnel estate comprises safety-critical and operationally important assets that enable the safe and efficient movement of people and goods throughout London. Maintenance activities may encompass a broad range of tunnel infrastructure and supporting systems, including mechanical and electrical (M&E) equipment, Intelligent Transportation Systems, communications networks, and other operational and safety-related assets. Activities currently undertaken across the tunnel estate include a combination of planned, preventative and reactive maintenance, inspection, testing, condition monitoring, fault & incident response, asset performance reporting, cleaning, lifecycle replacement of consumables and components, inventory management, and physical and cyber security considerations associated with operational systems. This MSQ forms part of TfL's preliminary market engagement activities. It does not constitute a call for competition, invitation to tender, commitment to procure, or commitment to any particular procurement strategy, delivery model or contract structure.
