Summary of the contracting process

The Royal Agricultural University (RAU) is inviting tenders for the replacement and modernisation of its CCTV system. This procurement is focused on services and goods that include the installation of a scalable, enterprise-grade video management system, the Avigilon Unity Enterprise by Motorola. Situated in Cirencester, Gloucestershire, the university is aiming to enhance the security of its expansive estate, which features academic buildings, student accommodation, and public areas. This open competition is part of an active tender process scheduled to close on 1st July 2026, with specific site visits available on 3rd and 4th June 2026. The total estimated contract value is £250,000, extendable under a 5-year term, starting from 2nd November 2026, in line with UK public procurement legislation.

The tender presents significant opportunities for businesses specialising in video management systems, with a particular focus on those skilled in installation, support, and maintenance services. Companies offering scalable and flexible security solutions tailored to evolving campus environments will find this tender especially relevant. Furthermore, the requirement for support technicians and engineers based in the UK underlines the importance of local capability and presence. The tender suits SMEs looking to establish or expand their footprint in the public sector security market, offering potential for growth alongside the university’s planned campus expansion and renovation projects over the next five years.

Notice Title

Replacement CCTV System

Notice Description

The Royal Agricultural University (RAU) is seeking to replace and modernise its existing CCTV infrastructure with a scalable, enterprise-grade video management system to enhance the safety, security and operational resilience of the University estate. The University estate includes academic buildings, student accommodation, public areas, access routes, vehicle routes, car parks, open campus environment and a working farm. The CCTV system forms a critical component of the University's security infrastructure and supports the work of the Security and Welfare team in monitoring incidents, assisting investigations and maintaining a safe campus environment. The preferred solution is Avigilon Unity Enterprise video management platform by Motorola. The appointed Supplier will be responsible for the design, supply, installation, configuration, commissioning and ongoing support of the new CCTV system across the University estate. The contract is expected to last 5 years. There will be two site visit opportunities offered as group sessions (meaning that there will be competing suppliers in attendance in each group). Bidders are requested to limit the attendees to a maximum of 3 personnel. Accompanied campus tour will include the opportunity to take photographs, take measurements and ask questions. We would ask that you email to book a site visit with us. The dates are; * Wednesday 03 June 2026 - 14.30 to 16.30 * Thursday 04 June 2026 - 10.00 to 12.00 All enquiries, clarification questions , booking site visits and submissions are to be completed by email to di.procurement@rau.ac.uk

Lot Information

Lot 1

Options: Our estate will be going through an expansion and renovation process over the 5 year period of the contract. We would expect that as new buildings are built and campus improvements take place that additional security cameras will be required to be installed or existing cameras relocated as part of the natural evolution of change. Our CCTV requirements will grow as we grow.

Renewal: We would use the extension year to run a new open tender process and possible migration project.
