Summary of the contracting process

The Royal Agricultural University sought a replacement and modernisation of its existing CCTV infrastructure across its estate in Cirencester, Gloucestershire. The requirement particularly favoured firms with practical experience of video management platforms, surveillance infrastructure and security equipment maintenance across varied environments, including buildings, accommodation, public spaces, routes, car parks and rural or working-farm sites. Suppliers needed UK-based engineers and support technicians able to attend the Cirencester campus for installation, support and maintenance. Helpdesk and account-management services were expected to be delivered in English. Bidders were expected to demonstrate capability and expertise through detailed questionnaire responses, statistical data, references and case studies. The university also sought transparent lifecycle costs, including ongoing charges and standard price increases, alongside sustainability and social value.

Notice Description

The Royal Agricultural University (RAU) is seeking to replace and modernise its existing CCTV infrastructure with a scalable, enterprise-grade video management system to enhance the safety, security and operational resilience of the University estate. The University estate includes academic buildings, student accommodation, public areas, access routes, vehicle routes, car parks, open campus environment and a working farm. The CCTV system forms a critical component of the University's security infrastructure and supports the work of the Security and Welfare team in monitoring incidents, assisting investigations and maintaining a safe campus environment. The preferred solution is Avigilon Unity Enterprise video management platform by Motorola. The appointed Supplier will be responsible for the design, supply, installation, configuration, commissioning and ongoing support of the new CCTV system across the University estate. The contract is expected to last 5 years. There will be two site visit opportunities offered as group sessions (meaning that there will be competing suppliers in attendance in each group). Bidders are requested to limit the attendees to a maximum of 3 personnel. Accompanied campus tour will include the opportunity to take photographs, take measurements and ask questions. Options: Our estate will be going through an expansion and renovation process over the 5 year period of the contract. We would expect that as new buildings are built and campus improvements take place that additional security cameras will be required to be installed or existing cameras relocated as part of the natural evolution of change. Our CCTV requirements will grow as we grow.

Renewal: We would use the extension year to run a new open tender process and possible migration project.
