Summary of the contracting process

The public procurement process for "Data Migration Implementation Services" under Bromford Flagship LiveWest Limited is in the award stage, with completion scheduled for a contract period starting on 15 June 2026. The procurement method used is a direct award, aligned with the Procurement Act 2023 guidelines, aimed at specialist data migration services, including migration planning, technical migration delivery, and data validation, all essential for the transformation and system integration programme involving Microsoft Dynamics 365. Located in Tewkesbury, UK, the buyer is a sub-central government public authority. This contract spans an initial term of 12 months, with potential extensions up to 36 months, valued at approximately £2.9 to £3 million excluding VAT. A voluntary standstill period is observed until 11 June 2026.

This tender offers substantial opportunities for businesses specialising in IT services, particularly those experienced in data migration, consulting, and system integration. The incumbent supplier, Migra Data Limited, has been recognised for its extensive operational knowledge and experience with the contracting authority’s systems. Small to medium enterprises that have robust capabilities in handling complex data transformations and integrations across various critical business systems such as HR, finance, and housing management could find this an attractive contract. The strategic choice to maintain continuity with existing suppliers signifies an opportunity for businesses with established relationships or similar expertise to engage in future phases of this ongoing programme.

Notice Title

Data Migration Implementation Services

Notice Description

Contract Description Provision of specialist data migration implementation services in support of the Bromford Flagship LiveWest transformation and systems integration programme, including migration planning, sequencing, technical migration delivery, data validation, reconciliation, assurance, implementation support, and associated migration activities relating to Microsoft Dynamics 365 and associated business systems. Grounds for Direct Award The contract is intended to be awarded pursuant to Paragraph 6 of Schedule 5 of the Procurement Act 2023. The proposed award follows substantial discovery, data analysis, migration planning, and preparatory implementation activity already undertaken as part of the wider transformation programme. The contracting authority considers that continuity between completed discovery activities and implementation delivery is necessary in order to avoid disproportionate technical and operational disruption, duplication of discovery and validation activity, additional mobilisation impacts, and material delay to critical programme delivery milestones. Contract Value Approximately PS2.9 million to PS3 million excluding VAT over the maximum potential contract term. Contract Term Initial contract term of 12 months commencing on or around 12 June 2026. Maximum Potential Contract Term Up to 36 months in total. Standstill Period The contracting authority intends to observe a voluntary standstill period prior to contract entry. Estimated Contract Entry Date On or after 12 June 2026. Future Procurement Considerations The contracting authority intends to keep future delivery and procurement options under review in line with programme timelines, delivery phases, market conditions, and available compliant routes to market.

Procurement Information

The incumbent supplier has supported the organisation and predecessor entities over an extended period of approximately four years and has developed extensive operational and technical knowledge of the organisation's systems, integrations, data structures, migration sequencing, and programme dependencies. This includes detailed understanding of: * Microsoft Dynamics 365 environments. * Enterprise Asset Management systems. * legacy and bespoke business systems. * existing migration mappings and transformation logic. * programme-specific migration dependencies and sequencing requirements. The supplier has supported both organisational mergers (March 2024 and February 2026), contributing to system discovery, data mapping, implementation preparation, and elements of early delivery activity required to mitigate risks associated with system fragmentation and potential orphaned systems. Substantial discovery, data analysis, mapping, and implementation preparation activities are now complete or nearing completion and have been reviewed with programme and executive stakeholders. The programme is transitioning from discovery into implementation and delivery. The proposed delivery model retains the same dedicated named migration team, including continuation of named personnel in equivalent roles and specialisms, in order to preserve programme continuity and avoid further mobilisation and knowledge-transfer delays. A phased delivery approach has been developed and documented through an agreed Statement of Works, including defined migration activities, governance controls, milestone-based delivery expectations, KPI performance measures, reconciliation activities, and post-go-live support arrangements. A change of supplier at this stage would require an alternative provider to: * validate and assure existing discovery outputs. * rebuild technical and operational understanding. * re-establish migration sequencing, governance, and delivery plans. * and undertake additional mobilisation and onboarding activity. The contracting authority considers that this would result in duplication of effort, additional cost, delay to critical programme milestones, and disproportionate disruption to an in-flight and business-critical transformation programme.
