Summary of the contracting process

The Environment Agency is developing the Asset Operation, Maintenance and Response 2 Framework, a planned framework for maintaining flood-defence assets across England. It will replace two existing Environment Agency frameworks and cover maintenance of flood defences, vegetation management, habitat creation and incident response. The scope spans civil engineering and flood-prevention works, riverbank, sea and coastal defences, dams, reservoirs, weirs, canals, culverts and bridges, together with mechanical and electrical engineering, pumps, instrumentation, inspections and repairs. It also includes grounds, tree and weed management, landscaping, planting, environmental monitoring, wildlife and nature conservation, pest control, fencing, land management and pipeline inspection. Delivery is expected across the North East, North West, East Midlands, West Midlands, East of England, South East and South West of England.

This procurement is at the planning stage and is not yet an invitation to tender. The Environment Agency expects to use a single-lot framework agreement, with the lot currently planned to run from 17 January 2028 to 16 January 2032. Its estimated value is £1 billion excluding VAT, or £1.2 billion including VAT, and it is above the applicable threshold. The buyer has planned a face-to-face pre-market engagement event in Birmingham on 14 September 2026, with morning and afternoon sessions. Suppliers are asked to book by 9 September 2026, with no more than two delegates per supplier. A further procurement notice is expected on 11 May 2027. The procurement remains subject to approval, and its design, value and generated workload may change.

The work will suit contractors able to combine asset operation and maintenance with emergency response for flood and coastal infrastructure. Relevant capability may include civil, mechanical and electrical engineering; inspection, repair and maintenance of pumps, reservoirs, flood defences and associated control equipment; construction and repair of river, sea and coastal assets; and project management. Environmental and land-management specialists may also be relevant, including suppliers experienced in vegetation, tree, grounds and pest control, landscaping, habitat creation, ecological monitoring, wildlife preservation and natural-resource conservation. The broad scope could support specialist subcontractors and multi-disciplinary consortia. The planned lot is identified as suitable for small and medium-sized enterprises and voluntary, community or social enterprises, so these suppliers should prepare evidence of relevant experience, delivery capacity and operational resilience before the framework reaches competition.

The Environment Agency (EA) is seeking supplier participation in a face to face pre-market engagement event in relation to the forthcoming procurement of an Asset Operation, Maintenance, and Response 2 (AOMR 2) Framework. This will be in person event on 14 September 2026 in Birmingham. The purpose of this interactive event is to provide information and gather additional feedback from the market which will help to develop the framework design. AOMR 2 is the replacement of 2 existing EA frameworks for maintenance of EA Flood defence assets and also includes vegetation management, habitat creation and incident response. There will be a morning session and an afternoon session, please only sign up to one of these. Spaces are limited and will be first come first served. Please note: This is NOT a call for competition. The procurement remains subject to approval. The EA does not intend to be bound by any information at this stage and makes no commitment to incorporate any recommendations or suggestions within the final procurement documents.
