Summary of the contracting process

The North of England NHS Commercial Procurement Collaborative, hosted by Leeds and York Partnership NHS Foundation Trust, is planning a national framework for nicotine replacement therapy (NRT), reusable vaping devices, vaping consumables and associated digital services. The products and services will support tobacco-dependency treatment, smoking-cessation programmes and wider public-health initiatives. The framework is intended for NHS bodies, Integrated Care Boards, local authorities, public-health commissioners, central government departments, arm’s-length bodies and other named public-sector organisations. The scope includes licensed NRT and other smoking-cessation products, therapeutic and medical devices, consumables, medical information systems, software and related programming or consultancy services. Delivery is intended across the United Kingdom. The arrangement is planned as a multi-lot framework, currently represented by one planned lot.

This procurement is at the planning stage and is not yet an invitation to tender. NOE CPC is carrying out preliminary market engagement to shape the scope, lotting structure, sustainability requirements and call-off arrangements. Suppliers are invited to provide feedback through a pre-market engagement survey, with responses expected by 12 noon on 25 September 2026. The buyer expects to publish the next notice on 15 January 2027 and currently anticipates the framework running from 1 April 2027 to 31 March 2031. The estimated value is £40 million excluding VAT, or £50 million including VAT. The planned route is an above-threshold open procedure using a framework agreement. The single planned lot is intended to be suitable for SMEs and voluntary, community and social enterprises.

The planned framework should suit suppliers able to provide licensed nicotine-replacement products, reusable vaping devices, vaping consumables and other smoking-cessation products at national public-sector scale. It may also suit digital-health and software providers offering medical information systems, associated digital services, programming or consultancy that support treatment and cessation programmes. Relevant capability includes dependable supply of therapeutic products and medical devices, product compliance, stock and fulfilment management, and the ability to support NHS, local-authority and public-health users across the UK. Suppliers with experience in tobacco-dependency treatment, smoking cessation or wider public-health delivery will be well placed to contribute. The buyer is seeking market input on sustainability, the lot structure and future call-off mechanisms, so businesses should prepare evidence of these capabilities and practical delivery models rather than a tender submission.

The framework will be accessible to NHS organisations, Integrated Care Boards (ICBs), Local Authorities and other UK public sector bodies. NOE CPC is seeking feedback from suppliers to shape the scope, lotting structure, sustainability requirements and call-off mechanisms.
