Summary of the contracting process

The Police and Crime Commissioner for Lincolnshire sought one supplier to provide healthcare and forensic services across all Lincolnshire Police custody suites. The requirement covers healthcare professionals working in custody, including nursing and medical personnel, and associated custody healthcare services. The services are for people held in police custody and are to be delivered across the force area in Lincolnshire. This is a healthcare services contract rather than a purchase of equipment or construction work.

The buyer invited offers through an open procedure, but cancelled the procurement after identifying that the published notices described it as an open procedure rather than a Competitive Flexible Procedure, making it non-compliant. The Force decided to terminate the process and republish a new tender, to be run through the Intend Portal. The tender set an enquiry deadline of 8 January 2027 and a submission deadline of 31 January 2027, with award expected by 24 March 2027. The proposed contract period was 1 September 2027 to 31 August 2037, with two possible 12-month extensions. The estimated value was £14 million excluding VAT (£16.8 million including VAT). Price carried 30% of the evaluation, quality 50%, social value 10% and presentation 10%.

The opportunity was intended for a single provider able to deliver a broad healthcare and forensic service consistently across every custody suite in the Lincolnshire force area. It may suit small and medium-sized businesses, which were expressly identified as suitable to compete. Relevant suppliers would need the clinical workforce and operational capacity to provide nursing and medical personnel, alongside the ability to deliver healthcare services in a police custody setting. The evaluation placed greater weight on quality than price, with separate assessment of social value and a presentation, so bidders needed to demonstrate service quality and explain their approach as well as offer competitive pricing. The cancelled process is to be replaced with a new tender; suppliers should look for the replacement procurement rather than rely on this cancelled competition.
