Summary of the contracting process

The London Universities Purchasing Consortium (LUPC), on behalf of the UK Universities Purchasing Consortia (UKUPC), has issued a tender for a Framework Agreement to provide Maintenance Services. This procurement process utilises a Competitive Flexible Procedure, involving an initial Participation Stage followed by an Invitation to Tender (ITT) for qualified suppliers. The tender is active and calls for building maintenance services, including planned, reactive, and project-based work across multiple regions such as Scotland, North West England, and Greater London. The procurement is open until 15 July 2026 for the Request to Participate stage, with ITT submissions due by 11 September 2026. Estimated to be worth £300 million gross, the agreement will rely on the NEC4 Facilities Management Contract to standardise Service and Project Orders.

This tender presents significant opportunities for companies specialising in building maintenance, particularly those with capabilities in mechanical, electrical, and plumbing (MEP) systems. Small and medium enterprises (SMEs) may find this framework particularly attractive, given the emphasis on regional service delivery and the division of service types into two Lots for tailored work scopes. With the procurement's flexible procedure, businesses can engage in dialogue and negotiation activities, potentially positioning themselves favourably to deliver high-quality maintenance services while accessing a substantial client base through the LUPC's extensive network of educational institutions.
