Summary of the contracting process

The University Hospitals of Leicester NHS Trust is initiating the procurement for the "Provision of Payroll and Pension Services PA23 Tender", a project scheduled to begin on 1st September 2027. This process is currently in the planning stage, with a key milestone being the Pre-Market Engagement event scheduled for 28th July 2026. Interested parties should express their interest by 16th July 2026. The focus of this engagement is to explore potential options for a comprehensive payroll and pension service, primarily within the public authority and central government sector. The procurement involves services and goods related to software packages, information systems, and payroll services, to be delivered across Leicester, United Kingdom, specifically within the regions coded UKF, UKF2, and UKF21.

This procurement presents substantial opportunities for businesses specializing in NHS payroll services, public sector payroll transformation, and technology-enabled solutions. Firms with experience in delivering high-accuracy payroll processes, managing complex NHS pay elements, and offering technology-driven innovations stand to gain from this opportunity. The project invites innovative approaches for service delivery, including outsourced, co-sourced, or managed service models, making it an attractive prospect for businesses looking to expand their presence in the NHS and public sector domains. Engaging in this preliminary stage could position companies favourably for subsequent procurement phases without conferring any formal advantage in the competitive tender process.
