Summary of the contracting process

South Yorkshire Mayoral Combined Authority is procuring a modern software-as-a-service corporate Asset Management System to replace the end-of-life XV Plus platform used by Supertram. The single modular platform will initially support the Supertram light-rail network, operated for the Authority by South Yorkshire Future Trams Limited. It must be capable of phased expansion to South Yorkshire Mayoral Combined Authority facilities management, bus and corporate asset management through additional licences and modules. The requirement covers software, implementation, secondary development, support and related professional services. The work will be delivered across South Yorkshire, including the Supertram network, with the platform supporting multiple entities and asset-management operations.

The process has reached tender: the Authority invited offers through a selective competitive flexible procedure. It has one lot, and bidders must submit expressions of interest by 10 August 2026 at 12:00 noon. The intended contract runs from 10 December 2026 to 9 December 2033, with a possible maximum extension to 9 December 2039 through two further 36-month periods, subject to satisfactory performance. The estimated value is up to £5,249,000 at list rates, with a gross value of £6,298,800. Stage 1 assesses participation conditions pass/fail, except relevant Asset Management System experience, which is scored. Stage 2 uses 30% price, 60% quality and 10% social value; the top three progress to Stage 3, where final weightings are 40% quality, 20% product demonstration, 30% price and 10% social value.

This opportunity suits software suppliers and systems integrators with proven Asset Management System experience, including linear asset management, chainage, route-based and preventative maintenance, work orders, inventory, safety and reporting. Strong candidates will be able to demonstrate integration with the Microsoft 365 ecosystem, ERP readiness, API architecture, multi-entity isolation, Azure hosting, Fabric data-lake integration, security and Copilot AI readiness. Delivery capability is important: bidders need credible implementation, data migration, risk-management and transition or exit methods, supported by a named team, product roadmap and evidence of innovation. The Authority also requires financial capacity, insurance, GDPR compliance, cyber-security capability, health and safety competence and suitable supply-chain payment terms. SMEs are identified as suitable to participate.

The opportunity is for a modern SaaS-based Asset Management System to replace the end-of-life XV Plus platform used by Super Tram. The AMS will initially serve the Supertram light-rail network, operated on the Authority's behalf by South Yorkshire Future Trams Limited (SYFTL), and is procured as a single, modular platform able to extend to SYMCA Facilities Management, Bus and Corporate asset management through phased licence drawdown. The estimated value of the contract, including any extension periods is up to PS5,249,000 at list rates. This maximum contract value has been calculated based on initial user requirements for Tramway licensing, core implementation, secondary development and annual support over the term. Additional costs have then been estimated for further licenses and configuration as other SYMCA services are onboarded.
