Summary of the contracting process

Powys County Council is procuring technical integration services for its Private Rented Sector Database. The requirement is to develop a connecting mechanism between the council’s existing Property Agent Checker and the new database, enabling the two systems to work together. The work combines database and operating software expertise, real estate agency-related services, and information technology services including consultancy, software development, internet and support services. It is a services contract delivered in the United Kingdom. The council is the public-sector buyer. Suppliers should be able to understand and integrate existing systems with a new database, while taking account of the operational context of property agent checking and private rented sector information.

The procurement has reached tender: Powys County Council invited offers through a below-threshold open competition. Enquiries had to be submitted by 21 August 2026 at 12:00, and tender offers by 28 August 2026 at 12:00. The contract is scheduled to run from 5 October 2026 to 4 October 2029, with an option, at the council’s discretion, to extend by up to three years, potentially until 4 October 2032. Its estimated value is £50,000 excluding VAT and £60,000 including VAT. Technical quality accounts for 70% of the evaluation and commercial considerations, including price, 30%. Electronic submission is allowed through the specified e-tendering system.

This opportunity suits small and medium-sized enterprises with demonstrable experience delivering projects of similar nature, scope, scale and complexity. Relevant suppliers are likely to have practical capability in database integration, software development, systems connectivity and technical support, with an understanding of how to connect an established application to a new database. Bidders must satisfy the financial assessment and insurance requirements set by the council and be registered with the Central Digital Platform before the tender date. The work is suited to a technology provider or integration specialist able to deliver an end-to-end connection, work with existing public-sector systems, and support agreed performance requirements and key performance indicators over the contract period.
