Summary of the contracting process

City of Sunderland College, trading as Education Partnership North East, procured IT classroom equipment for the fit-out of its new-build campus in Ashington. The requirement covers desktop computers, portable computers, computer screens and related computer equipment and supplies for teaching, learning and operational spaces. It is a goods procurement covering educational technology and classroom equipment, rather than software, construction or IT consultancy. The buyer’s purpose is to ensure the campus is fully equipped and ready for occupation. Suppliers serving further-education or school environments, and businesses able to provide, configure or supply classroom computing equipment, are within the relevant market. The equipment is to be delivered for use at the college’s new campus in Ashington, Northumberland.

The open procedure has reached the award stage. Three pending awards were made on 28 August 2026: IDNS Ltd was selected for Lots 1 and 2 at £264,088.80 gross; Probrand for Lots 3 and 4 at £114,449.02 gross; and XMA Limited for Lot 5 at £22,888.34 gross. The standstill period ends on 9 September 2026, with signature scheduled for 10 September 2026. Each awarded contract runs from 11 September 2026 to 10 September 2027. The procurement closed to tenders at noon on 28 July 2026, with award decisions due by 1 September 2026. Each lot was evaluated on cost at 45%, quality at 30%, added value at 10% and social value at 15%, including armed-forces considerations. All five lots were complete and included an option to purchase further equipment during the 12-month contract period.

This procurement shows established demand from a further-education buyer for a sizeable, multi-lot classroom technology fit-out, with separate routes for general computer equipment, desktop computers and portable computers. The lots were marked as suitable for small and medium-sized enterprises, and the competition attracted between seven and eight bids per lot, including several SME bids. A credible future competitor would need reliable supply and fulfilment for education settings, the ability to provide desktops, laptops, screens and associated equipment at classroom scale, and sufficient operational capacity to support a new-campus deployment. The evaluation also demonstrates that competitive pricing is important, but technical quality, additional benefits and social value together carry more than half of the assessment. Suppliers should therefore be able to evidence service quality and meaningful social-value delivery, including support relevant to the armed forces.
