Summary of the contracting process

The London Borough of Harrow is seeking suppliers for a fleet accident repair service covering its municipal vehicle fleet of approximately 300 vehicles. The requirement includes providing repair quotations to the Harrow Fleet and Transport Team and carrying out accident repairs. This is a vehicle body-repair service, covering the Council’s fleet rather than general vehicle maintenance or passenger transport. Work will be delivered in Harrow, London. The opportunity is structured as a single service requirement and is classified as a service procurement. It is relevant to vehicle body repair businesses, accident repair centres and fleet repair providers able to manage quotations and repair work for a sizeable public-sector vehicle fleet.

The procurement has reached tender: the Council has invited offers through an open procedure. The enquiry deadline is 15 September 2026 at 12:00, and the tender submission deadline is 22 September 2026 at 12:00. The estimated contract period runs from 3 December 2026 to 2 December 2029, with a one-year extension available until 2 December 2030. The estimated value is £120,000 excluding VAT, or £144,000 including VAT. The Council expects to complete its award decision by 18 November 2026. Evaluation is based on price at 55%, quality and technical factors at 35%, and social value at 10%. Electronic submission is allowed in English via the Due North Portal.

This opportunity suits established vehicle accident repair businesses with the workshop facilities, trained staff and operational capacity to quote for and repair municipal vehicles. Suppliers should be able to handle a continuing flow of fleet repair enquiries, assess accident damage, prepare clear quotations and deliver body repairs to a consistent standard. Experience of working with commercial, public-sector or other managed vehicle fleets would be directly relevant, particularly where repairs must be coordinated with a fleet and transport team. Small and medium-sized enterprises are identified as suitable to participate, so the requirement may fit an independent repair centre or regional fleet repair specialist as well as a larger provider. Social value contributes to the evaluation, alongside technical quality and price.
