Summary of the contracting process

National Grid UK Limited is procuring a framework for comprehensive asbestos consultancy and asbestos removal services across its operational and non-operational sites in England and Wales. The work supports National Grid Electricity Transmission and National Grid Electricity Distribution, which operate as separate business units with different governance, systems, processes, standards and reporting requirements. Consultancy covers asbestos management, refurbishment and demolition surveys, re-inspections, risk assessments, management plans, sampling, testing, air monitoring, four-stage clearances, certification, technical advice, audits, contractor oversight and a secure web-based asbestos management database. Removal covers licensed and non-licensed works, including removal, encapsulation, remediation, decontamination, emergency response, enclosures, dismantling asbestos-containing equipment, and waste transport and disposal. The procurement is divided between NGET and NGED consultancy and removal services.

The procurement has reached tender: National Grid invited offers through a selective competitive flexible procedure. Expressions of interest must be submitted electronically through National Grid’s Ariba platform by 21 August 2026 at 23:59 BST; tender documents will then be issued to interested suppliers. The planned stages are pre-qualification, invitation to tender or request for proposals, negotiations and award. The framework is expected to run from 31 January 2027 to 30 January 2031, with possible mutually agreed extensions to 30 January 2035. Lot values are £3.5m for each consultancy lot and £6.5m for each removal lot, excluding VAT; gross values are £4.2m and £7.8m respectively. Each lot is evaluated 60% technical capability and 40% commercial. Payment terms are 42 days.

This opportunity suits asbestos consultancy firms, licensed asbestos removal contractors and capable consortia able to support major electricity transmission and distribution estates. Consultants need experience in asbestos surveying, risk assessment, air monitoring, four-stage clearance, laboratory analysis through UKAS-accredited facilities, compliance auditing, remediation specifications and asbestos information systems. Removal suppliers need the appropriate asbestos licences for licensed work, competent trained personnel for non-licensed work, and the ability to carry out containment, remediation, decontamination, emergency response, plant dismantling and hazardous-waste disposal safely. All suppliers must maintain the licences, accreditations, insurance, permits and environmental registrations required for delivery under the Control of Asbestos Regulations 2012 and relevant HSE guidance. Assessment also considers health, safety, environment and quality performance, operational capacity, resource availability, technical competence and commercial offering.
