Technology Enabled Care Service (TECS) in Herefordshire
Notice Description
The contract is for the provision of a Technology Enabled Care Service (TECS) across Herefordshire. The service supports vulnerable residents to live safely and independently in their own homes and helps prevent avoidable hospital admissions. The service includes the supply, installation, maintenance and monitoring of technology-enabled care equipment, community equipment, daily living aids and minor adaptations, together with the collection, cleaning, refurbishment and recycling of equipment no longer required. The contract is jointly commissioned by Herefordshire Council and NHS Herefordshire and Worcestershire Integrated Care Board (ICB) and supports both organisations in meeting their statutory responsibilities under the Care Act 2014 for the provision of community equipment and technology-enabled care services.
Procurement Information
A direct award was necessary to ensure the continuity of critical Technology Enabled Care Services (TECS), which support the safety, wellbeing and independence of vulnerable residents, including older people, disabled people and those with long-term care and support needs. The urgency arose as a result of the unexpected termination of the existing contract, leading to the immediate cessation of service provision. This circumstance was unforeseen by the contracting authorities and left insufficient time to undertake a compliant competitive procurement process before continuity arrangements were required. Continuity of this service is essential to protect the health, safety and wellbeing of individuals who rely on technology-enabled care and community equipment to remain safely in their own homes. Any disruption to service provision could result in increased risks to service users, including avoidable hospital admissions, delays in hospital discharge, safeguarding concerns, and a reduced ability to live independently. The direct award was therefore necessary and proportionate to maintain uninterrupted service delivery while longer-term commissioning and procurement arrangements are put in place. Transparency Notice Publication: This Transparency Notice is being published retrospectively. The decision to directly award the contract was made on 18 July 2025, following the unexpected cessation of the incumbent provider's services, and the contract commenced on 1 August 2025 to ensure continuity of critical Technology Enabled Care Services. This is an 18 month contract which expires on 31 March 2027. The required Transparency Notice was not published at the time the award decision was made. As a result, this notice is being issued retrospectively to provide transparency regarding the original direct award decision and the circumstances that justified it. Any dates recorded within this notice relating to contract award or contract signature reflect the requirements of the publication system at the time of publishing and should not be interpreted as the date on which the original award decision was made or the contract commenced.
