Summary of the contracting process

The Scottish Police Authority is procuring radio mast portfolio marketing, management and maintenance services across Scotland. The requirement covers managing repairs and works identified through condition surveys, arranging access, negotiating new site licences, conducting rent reviews for existing mast sharers and attracting additional sharers. The contractor will also identify efficiencies in rates and electricity recharges, assess sites that are no longer operationally necessary, manage decommissioning, and support the release of loss-making sites for the Authority’s consideration. Police Scotland will handle rental invoicing and debt collection for licence fees, rates and electricity owed by mast sharers. This is a telecommunications services contract involving radio masts, telecommunications equipment and associated mast infrastructure.

The process has reached tender: the buyer invited offers through an open procedure using electronic submission via the PCS-Tender system. The estimated value is £4.4 million. The contract is for three years from the start date, with the Authority’s option to extend it once for up to 12 months. There is one lot, and variants are not allowed. Tenders must be submitted by 17 August 2026 at 12:00, following an amendment that delayed the original deadline; tenders are to be opened electronically at the same time. Evaluation is based on quality at 60% and price at 40%. Bids must remain valid for 180 days. The procurement is recurrent, with a stated cycle of three to four years.

This opportunity suits an established telecommunications, infrastructure or specialist mast-services contractor able to manage a dispersed portfolio and combine commercial property activity with technical maintenance. Bidders must provide two examples from the past three years of similar radio mast marketing, management and maintenance services, comparable in value, size, duration and scope. The delivery team must include suitably qualified radio mast engineers holding current MATS Mast and Tower Safety climber and rescue certification. Staff using rope access must hold current IRATA or equivalent rope, rooftop or access-safety certification. The buyer will require named staff and assess financial standing through a credit report. UK businesses must be registered with Companies House, while overseas suppliers must hold an appropriate professional or trade registration. Community benefits and sustainability are part of contract performance.
