Summary of the contracting process

NHS Wales Performance and Improvement, hosted by Public Health Wales NHS Trust, is developing a Telehealth Adoption Framework for NHS Wales. The work concerns services and advice supporting the adoption of digital technologies for prevention, self-management, remote monitoring, virtual care, proactive intervention and home-based care models. It will help shape implementation guidance, adoption approaches and future procurement considerations across NHS Wales. The engagement covers software and information systems, medical equipment, and information technology consultancy, software development, internet and support services. NHS Wales Shared Services Partnership is managing the procurement process on behalf of NHS Performance and Improvement. Delivery is intended across Wales, within the United Kingdom. The framework is intended to improve understanding of current and emerging market capability, implementation experience, innovation and readiness for NHS and public-sector assurance arrangements.

This procurement is at the planning stage and is currently a preliminary market engagement exercise, not a formal procurement or call for competition. NHS Wales expects to use the information gathered to develop the Telehealth Adoption Framework and inform future implementation and procurement decisions. Suppliers are invited to provide written information and may attend structured engagement sessions expected on 1, 7 or 10 September 2026. Fifteen 60-minute sessions are initially planned, with the engagement submission expected by 18 September 2026. The buyer has indicated that a subsequent notice is expected around 1 January 2027. The planned single lot has an indicative contract period from 1 April 2027 to 31 March 2031. A published value of £1 is stated for notice compliance and is not an estimate of future procurement value.

The engagement will suit suppliers involved in telehealth, remote care, digital health platforms, medical technologies, implementation consultancy, software development, systems integration or technical support. It is particularly relevant to businesses able to explain current and emerging capability, practical implementation experience and future innovation across prevention, self-management, remote monitoring, virtual care, proactive intervention and home-based care. NHS Wales is seeking insight into supplier readiness against standards, guidance and assurance arrangements commonly used in NHS and public-sector environments, as well as areas of future strategic importance. Small and medium-sized enterprises are identified as suitable participants. Suppliers that can contribute informed views on adoption, implementation guidance, assurance and procurement design will be well placed to influence the framework's development before any future competition.

NHS Wales Performance and Improvement (NHS P&I) are issuing this Market Engagement Notice to engage with suppliers to gather feedback to support the development of a Telehealth Adoption Framework for NHS Wales. For the purposes of this engagement, Telehealth encompasses the use of digital technologies to support prevention, self-management, remote monitoring, virtual care, proactive intervention and home-based models of care. This preliminary market engagement exercise seeks to improve understanding of current and emerging market capability, implementation experience and future innovation. Suppliers should note that this engagement is also intended to improve understanding of supplier readiness against current standards, guidance and assurance arrangements commonly adopted within NHS and public sector environments, together with future areas of strategic importance. This information will help inform future implementation guidance and procurement considerations but should not be interpreted as defining mandatory requirements for any future procurement activity. Information gathered will inform the Telehealth Adoption Framework for Wales and future implementation, adoption and procurement considerations. This exercise is not a formal procurement process, does not constitute a call for competition and does not commit NHS Wales to any future procurement. Suppliers are invited to provide information through a written submission and will have the opportunity to attend a structured engagement session which are scheduled for the 1st, 7th and 10th September 2026. Initially, 15 60-minutes sessions will be made available on a first come first served basis, however, at its sole discretion, NHS P&I may extend this opportunity beyond this dependant on the levels of interest from the marketplace (but this is not guaranteed).
