Boston Borough Council, East Lindsey District Council and South Holland District Council are jointly exploring responsive repairs, maintenance and associated building works for their corporate estate portfolios. The service category covers building repairs and maintenance, including mechanical and electrical works, roofing, drainage and building fabric repairs. It may also include emergency and out-of-hours call-outs, planned maintenance, minor works, building improvement works, capital projects, one-off ad hoc works and specialist repairs. Delivery is across the authorities’ estates in Lincolnshire, including Boston, Horncastle and Spalding. Public Sector Partnership Services Ltd is supporting the councils with procurement advice and administration. The future arrangement is intended to improve service delivery and value for money while encouraging participation from smaller businesses as well as larger providers.

This process is at the preliminary market engagement and planning stage; it is not an invitation to tender. The councils are using engagement to understand supplier capability and capacity, possible contract structures, pricing models and innovation before developing a future procurement strategy under the Procurement Act 2023. Market engagement is scheduled for 1 September 2026. The future contract is currently planned to run from 1 April 2027 to 31 March 2030, with a possible extension or renewal to 31 March 2032. The procurement is above the relevant threshold and is planned as one lot. The councils have indicated that the future procurement should be proportionate, commercially attractive and accessible to SMEs, regional providers and national providers.

This engagement will suit contractors and facilities-service providers able to deliver a broad range of building repairs, maintenance and associated works across multiple council estates. Relevant capability may include responsive and planned maintenance, emergency and out-of-hours response, mechanical and electrical services, roofing, drainage, building fabric repairs, minor works, improvement works, capital projects and specialist repairs. Businesses with the operational capacity to cover several authorities and manage varied workstreams should consider contributing, as should smaller firms that can offer focused specialist services or support delivery through a wider arrangement. The councils are specifically seeking market insight on available capacity, practical contract structures, pricing approaches, innovation and ways to make future participation accessible to SMEs and larger regional or national providers.

Boston Borough Council, East Lindsey District Council and South Holland District Council (the Authorities) are undertaking a Preliminary Market Engagement (PME) exercise to inform the future procurement of Responsive Repairs, Maintenance and Associated Building Works Services across the Authorities' corporate estate portfolios. The future contract may include: * Responsive repairs and maintenance. * Emergency and out-of-hours call-out services. * Mechanical and electrical works. * Roofing, drainage and building fabric repairs. * Planned maintenance activities. * Minor works projects. * Building improvement works. * Capital projects. * One-off ad hoc building works. * Specialist repair services. The Authorities wish to engage with the market to better understand supplier capability, capacity, contract structuring options, pricing models and opportunities for innovation that may improve service delivery, value for money and market participation. The PME is intended to support the development of a future procurement strategy under the Procurement Act 2023 and ensure that any future procurement is proportionate, commercially attractive and accessible to both SMEs and larger regional or national providers.
