Summary of the contracting process

Severn Trent Water Limited and Hafren Dyfrdwy Cyfyngedig intend to establish several framework agreements for capital works across the areas where they operate in England and Wales. The programme is expected to cover managed services, design and build, and directed delivery. Scope may include site preparation, building and civil engineering, water projects, pipeline and utility infrastructure, mechanical and electrical installations, plumbing, heating, ventilation, lifting and handling equipment, construction machinery, repairs, maintenance and water distribution services. Suppliers may also need to provide early design stages as well as detailed design. This is a works procurement, covering a broad capital delivery programme for two water utilities, with activities spanning construction, engineering, equipment installation and associated maintenance.

This procurement is at the planning and preliminary market engagement stage, not a competition. The proposed approach is to establish framework agreements, with the future notice expected on 1 February 2027. A supplier engagement programme is scheduled, potentially including a Preliminary Market Engagement day in a central UK location on 29 September 2026, followed by questionnaires and further communications through SAP Ariba. The engagement is planned to run to 30 November 2026. Dates and scope are indicative and may change. The estimated framework value is £25 billion excluding VAT, or £30 billion including VAT, and is subject to change. One planned lot is marked suitable for SMEs. Its anticipated term is 1 April 2028 to 31 March 2036, with possible renewal to 31 March 2040.

The programme is likely to suit contractors, engineering firms, construction businesses, utilities specialists and equipment or installation providers able to deliver capital works at scale across England and Wales. Relevant capability may include design, build, project and managed service delivery, directed delivery, civil engineering, water infrastructure, pipelines, buildings, mechanical and electrical systems, plumbing, ventilation, insulation, fire protection, communications, lifting equipment and specialist construction trades. Businesses with experience coordinating multi-disciplinary works for regulated utilities should prepare evidence of delivery capability, technical competence, supply-chain capacity and safe site operations. The planned lot is identified as suitable for SMEs, so smaller firms may be well placed either to participate directly or to prepare as specialist delivery partners. Suppliers should use the engagement stage to shape requirements and demonstrate relevant experience.

The intention of this procurement is to place several Framework(s), that will cover Capital Works across the geographical areas in which STW and HD operate, in England and Wales, for Lots covering Managed Service, Design & Build, and Directed Delivery. As part of one or more of the lotting requirements, suppliers may be required to provide earlier design stages, in addition to detailed designs which are envisaged to form part of the lotting requirements. Further information will be provided at the PME day or at later stages of the process. The contract start and end dates are as per those stated in this notice, and may be for up to 12 years. All of the above is subject to change by STW and / or HD as required.

Planning Information

(a) A supplier engagement is to be carried out, anticipated to be via a Preliminary Market Engagement (PME) day, potentially supplemented through the use of questionnaires. (b) The PME day is envisaged to be held in a UK central area (to be notified) on 29 September 2026, with the details being provided by separate communication to those registering an interest. (c) Registration for the PME day shall be via the SAP Ariba portal. Please use the Microsoft Forms link in the documents section in the SAP Ariba portal. (e) The value of the Framework(s), although stated at £25bn is an estimation only, and subject to change as per the statement above. (f) Any of the above is subject to change as required by STW and / or HD. (1) All description, values, dates and timelines are indicative at this stage. (2) This Notice is NOT a Call for Competition. Any further requirements for competition will be published on findatender.gov. (3) No party will be prejudiced in the later stages of this procurement by their response or lack thereof to this Notice and response to this Notice is not a pre-requisite of the tender. (4) STW and HD shall have no liability, in particular liability for costs, or responsibilities arising out of the Notice. (5) The Common Procurement Vocabulary (CPV) codes chosen are those we consider to be most applicable, but these include sub-sets within that code and the codes specified are not exclusive.
