Summary of the contracting process

Public Services Delivery Scotland, acting through its procurement division, intends to buy and deliver injection equipment and related harm-reduction supplies for NHS Scotland participating authorities. The requirement covers individual items and pre-packed, single-use equipment for people who use drugs, including people using performance and image-enhancing drugs, together with Naloxone products for approved services. Items include medical needles, syringes, sharps containers, foil, spoons, basic chemicals and pharmaceutical products. A further innovation scope includes inhalation devices and drug-detection equipment relevant to safer drug use. Delivery is across locations of NHS Scotland Health Boards, NHS Scotland Special Boards and the Authority throughout Scotland. The contracting authority is the Common Services Agency, commonly known as Public Services Delivery Scotland.

This procurement is at the planning stage: the buyer has stated an intention to procure and has not yet invited tenders. The planned requirement is divided into four lots: individual items; pre-packed single-use equipment; Naloxone products conforming to UK Government guidelines; and a Harm Reduction Innovation Lot. The innovation lot is unscored, and suppliers must also be awarded one or more of the first three lots to qualify for it. The estimated total value is £4,000,000. The buyer expects the next notice to be published on 28 October 2026. The procurement is covered by the Government Procurement Agreement. Businesses should be able to support supply across Scotland and align products with the cited injection-equipment guidance and applicable harm-reduction developments.

The Common Services Agency (more commonly known as National Services Scotland) ('the authority') acting through its division Procurement, Commissioning and Facilities is undertaking this procurement of supply and delivery of Individual Items and prepacked equipment for single use for people who use drugs including performance and image enhancing drugs as defined in section 5.2 of the IEP guidance IEP-in-Scotland-GPG-SDF-PHS-Oct-2021.pdf and for Naloxone products for administering by approved services on behalf of all entities constituted pursuant to the National Health Service(Scotland) Act 1978 (i.e. All NHS Scotland Health Boards, Special Health Boards and the Authority of other NHS Organisation established pursuant to the NHS (Scotland) Act 1978), any integrated Joint Boards established pursuant to the new Public Bodies (Joint Working) Scotland Act 2014 (collectively hereafter referred to as 'Participating Authorities'
