Summary of the contracting process

Public Services Delivery Scotland, through its procurement division, is buying and delivering drug-injection equipment and harm-reduction supplies for NHS Scotland health boards and other NHS organisations across Scotland. The requirement covers individual items such as needles, syringes, foil, water for injection, wipes, acids, filters, sharps containers and spoons; pre-packed single-use equipment for people who use drugs, including performance- and image-enhancing drugs; and approved naloxone products, supplied as pre-filled injection devices or nasal sprays. Two further lots cover future harm-reduction innovations, including inhalation devices, and suppliers’ discounted combination offers to NHS boards. The framework is intended to support services providing safer-use equipment and naloxone to people who use drugs.

The buyer invited tenders using an open procedure for a framework agreement, with an electronic auction. The procurement is divided into five lots: individual equipment, pre-packed kits, naloxone, unscored innovations and unscored combination offers. Bidders for the innovation and combination lots must also win a place on at least one of the first three lots. The deadline for tenders was 19 November 2026 at 12:00; the contract period for each lot is 1,440 days, with no renewal. The estimated total value is £4 million. For the first two lots, evaluation is 50% price, 35% service and 15% quality; naloxone is assessed 65% on price and 35% on service. The buyer requires electronic catalogues and does not allow variant bids.

This opportunity suits suppliers able to provide medical injection equipment, drug-use harm-reduction supplies, pre-packed kits or guideline-compliant naloxone products at a scale suitable for NHS organisations across Scotland. Suppliers should be equipped to deliver electronic catalogues and name the staff assigned to the work. Financial selection requires turnover information for the previous three financial years, including activities similar to the procurement, and business accounts or extracts. Minimum employers’ liability and public liability insurance are each £5 million. Framework participants must support the concept and continuing development of community benefits. These can include targeted recruitment and training, supply-chain initiatives, workshops or mentoring, third-sector engagement, community consultation or events, and educational initiatives. Bidders are asked to describe relevant community benefits delivered in Scotland and their outcomes, and to outline proposed benefits or commit to working with NHS Scotland’s Community Benefits Gateway.
