Summary of the contracting process

Ross-on-Wye Town Council is procuring a turnkey Changing Places Toilet facility at Red Meadow Car Park, Kyrle Street, Ross-on-Wye, with access via Brookend Street. The works category covers design, manufacture, delivery, installation, commissioning, registration, handover and staff training. The scope includes the specialist accessible toilet, hoist, changing bench, adjustable basin, shower, alarm, automatic door and associated fixtures, together with a concrete foundation, service connections based on 10 metres, professional fees and planning application support. The contractor will provide maintenance information, servicing guidance, emergency call-out arrangements, warranties and aftercare. The service must minimise disruption to the existing toilet block and includes responsibility for both Principal Designer and Principal Contractor duties.

The process has reached tender: the Council invited quotations through a below-threshold open competition. Enquiries must be submitted by 11 September 2026 at 23:59, and responses must be submitted by 18 September 2026 at 12:00, by email or post. The contract is scheduled to run from 26 October 2026 to 21 December 2026. The maximum budget is £85,000 excluding VAT (£102,000 including VAT), and bids above the excluding-VAT limit will not be considered. There is one lot, suitable for small and medium-sized enterprises. Evaluation is based on total cost at 50%, technical specification and programme of works at 40%, health and safety at 5%, and demonstrated experience, previous work quality and references at 5%. The Council will select the highest-scoring compliant tender, not necessarily the lowest price.

This opportunity suits an accessible-facilities contractor able to deliver a complete design-and-build installation rather than isolated equipment supply. Competitors need capability in groundworks, building services connections, planning support, specialist Changing Places equipment, commissioning, registration, training and post-installation maintenance. The facility must comply with BS 8300, Approved Document M, the Equality Act 2010 and Changing Places standards, alongside applicable health and safety requirements, CDM 2015 and the Building Safety Act 2022. The successful supplier must provide risk assessments and method statements, and hold public liability, employers’ liability and professional indemnity insurance. Strong submissions will demonstrate relevant technical quality, a workable programme, sound health and safety arrangements, and successful previous projects supported by references. The requirement is identified as suitable for SMEs.
