Summary of the contracting process

Carmarthenshire County Council is exploring a professional 3D reality capture solution for surveying, spatial data capture, measured building surveys, point-cloud production, CAD/BIM workflows and digital asset recording across the Authority. The potential requirement covers terrestrial laser scanning, imaging or equivalent equipment, with field accessories such as tripods, batteries, chargers and cases. It may also include software for point-cloud registration, processing, viewing and export; licences, subscriptions or cloud services for storing, hosting, accessing and sharing captured data; and related training, implementation, technical support, maintenance, warranties and upgrades. Suppliers will need to explain data ownership, hosting, export formats, retention and ongoing access arrangements. The work is categorised as goods and relates to lasers, surveying instruments and mapping software.

This procurement is at the preliminary market-engagement and planning stage, not an invitation to tender. The Council expects to use the responses to understand available solutions, refine its requirements and decide whether, and how, to proceed with a future procurement. Interested suppliers are asked to provide concise written information by 28 August 2026 at 23:59, with possible follow-up clarification discussions, demonstrations or Teams meetings. The Council’s indicative next-notice date is 31 August 2026. The potential single lot is planned for 1 October 2026 to 30 September 2027. The indicative value is £33,333.33 excluding VAT, or £40,000 including VAT. The Council has indicated that the requirement is suitable for SMEs, and is also considering framework or other compliant routes to market.

This engagement will suit suppliers able to provide an integrated 3D reality-capture proposition rather than equipment alone. Relevant capability includes professional terrestrial laser scanning or equivalent imaging, accurate surveying and spatial-data capture, measured building surveys, point-cloud processing, and interoperability with CAD and BIM workflows. Suppliers should be prepared to describe compatible software, licensing or subscription models, cloud hosting, data export and retention, together with implementation, user training, technical support, maintenance, warranty and upgrade services. The Council is particularly seeking evidence of practical use by local authorities or comparable public bodies, whole-life cost models, and availability through public sector frameworks or another compliant procurement arrangement. Businesses can use the engagement to shape the likely specification and prepare evidence before any future competition.
