Summary of the contracting process

Bromford Flagship LiveWest Limited intends to procure a modern, cloud-based e-procurement and contract management platform. The system will support the end-to-end procurement lifecycle, including requests for information, quotations and proposals, electronic tendering, evaluation and bidding, framework and call-off contract management, procurement governance and audit controls. It will also provide supplier registration, onboarding, accreditation, compliance, performance, risk and relationship management; a central contract repository; lifecycle, KPI, SLA, renewal and expiry management; reporting, spend analytics and savings tracking. Integration is expected with Microsoft Dynamics 365, Microsoft Entra ID or Azure AD, Microsoft 365, Power BI, ERP and finance systems, inventory platforms, REST APIs and middleware. Delivery is across the United Kingdom.

This is a planned procurement at the market-engagement and pre-tender planning stage, not an invitation to tender. The proposed route is an open procedure, with electronic submissions through Delta eSourcing; final procedure decisions remain subject to market engagement. The estimated value is £108,333 excluding VAT, or £130,000 including VAT. The single planned lot is intended to run from 1 April 2027 to 31 March 2032 and is identified as suitable for SMEs. The buyer is looking for secure services with GDPR compliance, role-based access, multi-factor authentication, encryption, audit logging, business continuity and disaster recovery. ISO 27001 and/or Cyber Essentials Plus accreditation is expected. Future-facing capability in AI-assisted procurement, predictive analytics, SRM, supply-chain mapping, ESG reporting and purchase-to-pay would also fit.

Bromford Flagship LiveWest (BFL) intends to undertake a future procurement for the provision of a procurement and contract management solution. BFL is seeking a modern, cloud-based platform that supports the end-to-end procurement lifecycle, including procurement compliance, eTendering, supplier management, contract management, reporting, governance, and integration with existing enterprise systems. This Planned Procurement Notice is published to provide advance visibility of BFL's procurement intentions and to assist suppliers in preparing for a forthcoming competitive procurement process. The publication of this notice does not constitute a call for competition, a formal invitation to tender, or any commitment by BFL to procure goods or services. BFL reserves the right not to proceed with the procurement or to amend the scope and requirements described in this notice. BFL currently operates multiple systems across procurement, contract management, and related business processes. The organisation is exploring the procurement of a strategic platform that will: Support compliance with the UK Procurement Act 2023. Integrate with the Central Digital Platform (CDP). Provide end-to-end sourcing and contract management functionality. Integrate with Microsoft Dynamics 365, Microsoft 365, Power BI, and associated business systems. Support future expansion into Supplier Relationship Management (SRM), advanced analytics, supply chain management, and AI-assisted procurement.
