Summary of the contracting process

Network Rail Infrastructure Limited intends to establish a framework for one supplier to provide a complete CCTV and security service across the Wales Route. The work covers deployment, operation and maintenance of remote-deployed and other CCTV surveillance systems, including communications, data connectivity, alarms, night-time coverage, footage access and permanent or semi-permanent cameras. It also covers maintenance of cameras, trailers and related assets, plus mobile and static patrols and urgent security deployments at stations, depots, lineside locations and other Network Rail premises. Services will support trespass management, vandalism, antisocial behaviour, theft, station security, suicide prevention, welfare incidents and major-incident response. This is a security services procurement delivered across Wales.

This procurement is at the planning stage: Network Rail has stated its intention to procure and has not issued an invitation to tender. It expects to use a selective competitive flexible procedure for a framework, with one lot and one supplier. The estimated value is £3.2 million excluding VAT (£3.84 million including VAT). The market search is expected to conclude on 12 August 2026; the expression-of-interest stage is expected to run for five working days from 12 August, with responses due by 19 August 2026. The combined selection and award stage is expected to start by 26 August 2026, with award expected by 27 November 2026. The initial contract is planned for 27 November 2026 to 26 November 2028, with up to six 12-month extensions, potentially lasting until 26 November 2034.

The procurement is suited to security contractors able to deliver an integrated railway CCTV, equipment-maintenance and patrol operation rather than only one specialist element. Relevant capability includes 24-hour, 365-day surveillance and patrol coverage, remote camera deployment, alarm response, footage management, asset maintenance, trespass and anti-theft work, railway policing support, station security and major-incident response. Suppliers will need the relevant Railway Industry Supplier Qualification Scheme capabilities, covering security services, security equipment, railway policing services and asset protection; holding any individual code is acceptable, but the full service scope must be deliverable. By award, bidders must be able to obtain Sentinel Personal Track Safety and the applicable Security Industry Authority licence, and meet Network Rail training, fatigue-management, working-time and reporting requirements. SMEs and VCSEs are identified as suitable, with participation reserved to sheltered workshops.

Network Rail (NR) Wales Route is seeking to create a Framework to manage Security and CCTV services cross the region. One supplier is required to offer a complete security solution covering, but not limited to, the following deliverables: CCTV & RDS Equipment: * Deployment, operation and maintenance of Remote Deployed Systems (RDS) or any other applicable CCTV-based surveillance systems capable of 24hr operation, including alarm functionality & nighttime coverage. * Systems shall include all communications, data connectivity, and associated equipment for effective operation. * All footage to be available for Network Rail to access and review on request within applicable data control regulations. * Ad-hoc permanent or semi-permanent remote camera solutions * Maintenance of all surveillance equipment, trailers and associated assets. Patrol Services: * Mobile patrols, static patrols and ad-hoc security deployments across stations, depots, lineside locations and other premises, as required, available 24-7 and 365 days per year. * Security services in support of trespass management, vandalism, anti-social behaviour, theft, station security, suicide prevention/welfare incident management. * Major incidence response where required and expedited response timeline where required. Competence: * Contractor is required to ensure, maintain and report on compliance with all relevant training and licensing (Counter Terrorism Training, HOT/WHAT, Security Industry Authority, Working Time Regulations, Fatigue Management, Personal Track Safety Reporting * Contractor is required to support all reporting activities related to delivery of services, competence management, as defined by Network Rail.
