Summary of the contracting process

LHC Procurement Group for the Scottish Procurement Alliance is developing the CS2 Consultancy Services Framework Agreement, a successor to its existing consultancy frameworks. It will provide consultancy and professional services for public sector housing, construction, asset management, retrofit, decarbonisation, building safety and wider built-environment projects across Scotland. The proposed scope includes architecture, project management, quantity surveying, building surveying, civil and structural engineering, building-services engineering, principal designer and employer’s agent services, planning, retrofit and decarbonisation, compliance and building safety, and multidisciplinary consultancy. Related work includes design, feasibility studies, cost estimation, surveying, construction supervision, environmental assessment, energy efficiency, health and safety, planning and contract administration. The main category is engineering and construction consultancy services, CPV 71310000.

This procurement is at the pre-market engagement and planning stage; it is not yet an invitation to tender. The buyer expects to refine the scope, workstreams and lotting after discussions with suppliers and public sector partners. One proposed lot covers the consultancy services framework, although its structure remains subject to change. The estimated total value is £100,000,000, with the currency stated as GBP. An in-person supplier engagement session is planned, allowing organisations to review the emerging scope and comment on the framework structure. The buyer expects the next notice to be published on 30 November 2026. The framework is intended to succeed the current CS1 Consultancy Services and MDC1 Multi-Disciplinary Consultancy frameworks and is covered by the Government Procurement Agreement.

The engagement is relevant to consultancies and professional practices able to support public-sector built-environment programmes across Scotland. It should suit organisations specialising in architecture, engineering, surveying, project and construction management, planning, principal designer or employer’s agent work, environmental assessment, energy management, retrofit, decarbonisation, compliance, building safety and multidisciplinary delivery. Firms with experience across housing, construction, property, asset management or public-sector projects will be well placed to contribute. The buyer is seeking market expertise to shape a modern, flexible and high-quality framework, so suppliers can prepare by assessing which proposed disciplines and workstreams match their capabilities. Businesses offering complementary professional services may also consider how they could participate in multidisciplinary teams or partnerships when the framework reaches the market.
