Summary of the contracting process

Lisburn & Castlereagh City Council is preparing a services procurement for intruder alarm systems and monitoring. The scope is expected to cover burglar and fire alarms, alarm systems, surveillance systems, installation of burglar alarms, repair and maintenance of security equipment, and alarm-monitoring services. The work would be delivered in the United Kingdom. The council is seeking market input before deciding how to proceed, with the aim of understanding supplier interest and gathering information to help shape the eventual tender. This is relevant to security system installers, alarm monitoring centres, electronic security specialists, surveillance providers, and firms offering ongoing maintenance and repairs. The procurement is described as PPM and RM 03 – Intruder Alarm Systems and Monitoring.

This process is at the planning stage and is a pre-market engagement exercise, not an invitation to tender. The council expects to use a dynamic purchasing system and has identified one planned lot. The planned contract period is 1 April 2027 to 31 March 2030, with a possible extension to 31 March 2032 and renewal rights. The council expects suppliers to complete and return a pre-market engagement questionnaire through the eTendersNI portal by 28 August 2026 at 23:59. Information submitted during engagement will inform the procurement but will not be evaluated as part of any later tender. Participation will not be required, or provide an advantage, in a future procurement. No future procurement commitment has yet been made.

The engagement will suit businesses that can deliver a combination of electronic security services rather than a single isolated installation. Relevant preparation includes demonstrating capability in designing, installing, monitoring, repairing and maintaining intruder and fire alarm systems, surveillance equipment and related security infrastructure. Alarm monitoring providers and firms with established maintenance and response arrangements may be particularly well placed when the requirement reaches the market. Suppliers should use the questionnaire to explain their service coverage, operating model, technical approach, experience and ability to support a multi-year arrangement. The planned use of a dynamic purchasing system may suit providers that want to position themselves for future call-offs or competitions, subject to the eventual procurement rules and requirements.
