Summary of the contracting process

The District Council of Folkestone and Hythe plans to procure oil-fired heating and hot-water servicing and maintenance for its social housing. An independent specialist contractor will maintain, repair and install or replace systems serving approximately 96 domestic properties, with associated works. The service is intended to keep tenants’ heating and hot-water systems safe, compliant and in working order. Planned maintenance and responsive repairs are included, alongside installation, replacement and related work. The work is in Folkestone and Hythe, Kent. This is a combined services and heating installation and repair requirement, including central-heating and boiler work. The council says the contractor will need to work collaboratively with it to deliver the service.

The process is at planning: the council has announced its intention to procure, but has not issued an invitation to tender. It expects to use an open procedure. The anticipated contract is a single lot, with an initial three-year term from 1 April 2027 to 31 March 2030 and a possible extension of up to 24 months, subject to satisfactory performance and review of the council’s requirements. Estimated value is £300,000 excluding VAT for the initial term and £500,000 excluding VAT for the full term if extended. The council’s anticipated tender publication date is 16 October 2026; this is an indicative planning date, not a deadline for suppliers. It expects the procurement to recur, with a subsequent process forecast from July 2029.

This requirement is suited to specialist contractors able to service, maintain and repair domestic oil-fired heating and hot-water systems, as well as undertake installation and replacement work. The council explicitly seeks an independent contractor registered with OFTEC, so suppliers will need the relevant registration and the technical competence to work safely and compliantly on oil-fired systems. The work covers a defined social-housing portfolio of approximately 96 properties, requiring capacity for both planned servicing and responsive repairs, alongside associated works. Suppliers should be able to coordinate with the council and support its landlord responsibilities to tenants. The single-lot scope may suit a contractor able to provide the full service across the portfolio rather than only one element of the heating work. SMEs are identified as suitable.
