Summary of the contracting process

Glasgow City Council is seeking courier services for prepared meals and related sundry products. The requirement covers collecting food containers from various production kitchens, delivering them securely, intact and on time to drop-off locations across the Glasgow catchment area, and returning the containers to the production kitchens. The council is replacing a service previously delivered in-house after its operational capacity reduced. The procurement is for services supporting school meal and catering operations, including meal delivery, courier and transport activities. Suppliers must provide a robust, reliable, safe, environmentally responsible, efficient and cost-effective service, with suitable vehicles and sufficient capacity to meet the required routes and delivery schedules.

The process has reached tender: Glasgow City Council invited offers through an open procedure for a four-year framework agreement. Bids must be submitted electronically by 8 September 2026 at 12:00, with bid opening at the same time; the evaluation period starts then. The contract duration is 1,440 days and bids must remain valid for 120 days. There is one lot, with evaluation based on quality at 40% and price at 60%; variants are not allowed. The tender requires two relevant examples from the last three years, each assessed equally, with an overall pass mark of 50%. Financial requirements include positive pre-tax profitability over three years, positive net worth and no insolvency process. Required insurance includes £10 million employers’ liability, £5 million public liability and £5 million motor vehicle property-damage cover.

This opportunity suits established courier, logistics, food-delivery and transport operators able to manage scheduled collections and deliveries across Glasgow. Strong candidates will have a suitable fleet, enough vehicles and drivers to maintain capacity, and systems for punctual route performance, secure handling of food containers, service continuity and contingency arrangements. Relevant food hygiene and health and safety training, driver checks and effective carbon-reduction measures are required. Suppliers should be able to demonstrate two comparable projects, covering on-time delivery, budget control, stakeholder engagement, project management, risk mitigation and continuity of service. The contract also requires prompt responses to complaints, accommodation of planned schedule changes, electronic ordering and payment processes, and delivery of at least 420 community-benefit points through proposed social, environmental or supply-chain outcomes.

Notice Description

The council is seeking to establish a 4-year framework agreement. The requirement to deliver food from production sites to import locations is partly due to certain locations not having adequate facilities within their premises to cook the volume of meals required. This requirement was previously delivered in-house by Neighbourhoods, Regeneration and Sustainability (NRS), however over time NRS' capacity has reduced.
