Summary of the contracting process

North West Leicestershire District Council is procuring active fire safety services across its property portfolio. The work covers inspection, testing, servicing, certification, reporting, reactive attendance and defined minor remedial works for active fire safety systems. It will initially focus on the Council’s commercial and corporate buildings, then expand to housing stock, communal residential buildings and other Council assets during the contract term. The appointed contractor will support statutory compliance, life-safety protection, asset assurance, lifecycle management and continuous improvement, working with the Council to keep systems operational, compliant, auditable and aligned with current legislative and regulatory requirements. This is a public-sector services opportunity for fire safety systems inspection, maintenance and compliance support in North West Leicestershire.

The procurement has reached tender: the Council invited offers through an open procedure. Enquiries were due by 14 August 2026 at 23:59, and tenders were due by 4 September 2026 at 12:00. The planned award decision date was 14 September 2026 at 23:59:59. The contract period is 1 October 2026 to 30 September 2028, with renewal options of 12 months followed by a further 12 months, potentially extending to 30 September 2030. The estimated value is £280,000 excluding VAT, or £336,000 including VAT. Price carries 60% of the evaluation and quality 40%. Electronic submission is allowed, in English, and the opportunity is suitable for SMEs.

This opportunity suits a suitably qualified contractor with third-party accreditation and practical capability across active fire safety systems. Suppliers should be able to deliver planned inspection, testing, servicing and certification, alongside reporting, reactive attendance and defined minor remedial works. The Council is looking for a proactive compliance partner able to manage statutory and regulatory requirements, maintain auditable asset records, support lifecycle management and contribute to continuous improvement across a changing property portfolio. The requirement will grow from commercial and corporate premises to housing, communal residential buildings and other Council assets, so bidders should have the operational capacity and systems to manage varied sites and increasing asset volumes. Required insurance levels are £10 million employers’ liability, £10 million public liability and £5 million professional indemnity.
